40 <br />4D <br />4W <br />4.0 NOTIFICATION & ACTIVATION <br />4.1 GENERAL <br />This section outlines responsibilities and procedures for the notification <br />of appropriate emergency response organizations; alerting key local, state <br />and federal emergency response personnel; and for providing warning and <br />instructions to the general public. <br />4.2 WARNING POINTS <br />The Communications Center of the Indian River County Department of <br />Emergency Services is the designated county warning point in the event <br />of a hazardous materials emergency. The secondary warning point for <br />Indian River County is at the 9-1-1 Central Communications Center. This <br />provides a primary and back-up receiver, on a 24-hour per day basis, for <br />notification by a facility owner/operator that a hazardous materials <br />release has occurred and for alerting key local and state emergency <br />response personnel. The telephone number for the Indian River County <br />Department of Emergency Services is (551) 557-2154, and the backup <br />number is 9-1 -1 . <br />The Florida Division of Emergency Management (DEM) is the designated <br />State Warning Point in the event of a hazardous materials incident. As <br />such, the DEM is responsible for receiving notification of an emergency <br />from the County warning point and alerting key state and federal <br />emergency response personnel. The DEM is also responsible for assisting <br />Local Emergency Planning Committees (LEPCs) in providing warnings and <br />instructions to the general public. <br />A Duty Officer is on duty at the State Warning Point in Tallahassee on a <br />24-hour per day basis. The 24-hour telephone number for the State <br />Warning Point is (8 50) 488-1320. Upon receipt of notificaticn from the <br />County warning point that a release involving hazardous materials has <br />occurred, the State Warning Point will make the appropriate notification <br />to the National Response Center. <br />The National Response Center (NRC) is the national warning and <br />communications center for emergencies involving the release of <br />hazardous materials. Located at U,S. Coast Guard headquarters in <br />Washington, D.C., the NRC receives and relays notices of discharges and <br />releases to the appropriate on -scene commander, and provides facilities <br />Indian River County Emergency Plan for Hazardous Materials Page 73 <br />
