A 24-hour telephone number for the <br />N.R.C. is (800) 424-8802. <br />4.3 NOTIFICATION & -ACTIVATION <br />Facility owners or operators are required to immediately notify local, <br />state, and in some cases federal, authorities following the release of a <br />listed extremely hazardous substance in an amount that exceeds the <br />reportable quantity for that particular substance. It is the responsibility <br />of the ownerloperator of the facility from which hazardous materials have <br />been released to notify the county warning point that a release has <br />occurred. Specific information to be included in the facility's initial and <br />follow-up messages is identified in Figure 4-1. In the event that the <br />State Warning Point received notification of a release from a source other <br />than the county warning point, the State Warning Point will immediately <br />notify the county warning point. <br />Following a reportable release the facility owner or operator must: <br />contact the Community Emergency Coordinator for the LEPC for <br />each area likely to be affected by the release; <br />2. contact the State Emergency Response Commission (SERC); and <br />3. contact the National Response Center {NRC} if a substance is <br />reportable under the Comprehensive Environmental Response, <br />Compensation and Liability Act of 1980 (CERCLA). <br />Upon receipt of notification of an emergency involving the release of <br />hazardous materials, the County warning point witl make every effort to <br />verify information contained in the initial report. Local response <br />organizations will be notified of the emergency by the county warning <br />point, at the direction of the County Communications Coordinator. The <br />names and telephone numbers of both the primary and alternate contact <br />for each emergency response organization identified in Figure 4-2 will be <br />maintained by the Indian River County Department of Emergency <br />Services.
