Indian River County Solid Waste Disposal District <br />Solid Waste and Recyclables Franchise Agreement <br />6.5.4. Franchisee shall offer Residential Supplemental Collection Services to Residential Customers including, <br />but not limited to the following: <br />a. Exchange Solid Waste or Recycling Roll Cart (1 free exchange per residential customer per <br />contract term). <br />b. Additional Solid Waste, Yard Waste or Recycling Roll Cart. <br />C. Collection of additional Roll Carts. <br />d. Collection of improperly prepared Solid Waste or Yard Waste. <br />e. Cart cleaning services. <br />f. Excessive Yard Waste (billing per cubic yards). <br />g. Excessive Bulk Waste (billing per item or per cubic yard basis). <br />6.6. Multi -Family Residential Service <br />6.6.1. Franchisee shall provide Solid Waste and Bulk Trash Collection Service to all Multi -family Units in the <br />Solid Waste Franchise Area. <br />6.6.2. Collection of Solid Waste and Bulk Trash shall be provided at least once per week and Bulk Trash <br />Collection Service shall follow provisions set forth in Article 6.2 Bulk Trash Collection Service. <br />6.6.3. Container type, size, and frequency of service shall be sufficient so that Multi -Family Residential <br />Customers are able to place all Solid Waste in the appropriate Collection Container without overflow and to <br />prevent the creation of a public nuisance or a threat to the public health, safety, or welfare. If necessary, the <br />Contract Manager or their designee shall assist Franchisee and Customer in confirming that the size of the <br />collection container and frequency of collection service are sufficient to ensure that Solid Waste is not routinely <br />placed or stored outside of the collection container. <br />6.6.4. Invoicing for Multi -Family Collection Service shall be at the rate set forth in Exhibit 1 and shall be billed <br />directly between the Customer and the Franchisee in accordance with Commercial Collection Service billing and <br />payment terms identified in Article 22.5.3. <br />6.6.5. Franchisee shall offer Supplemental Collection Services to Multi -Family Customers as provided for in <br />Article 7.4 Commercial Supplemental Collection Services with the following addition: <br />• Excessive Bulk Trash (billing per cubic yard basis). <br />All Supplemental Collection Services provided to Multi -Family Customers shall adhere to the provisions outlined <br />within Article 7.4. <br />ARTICLE 7. COMMERCIAL COLLECTION SERVICE <br />7.1. Service Requests <br />Commercial Customers shall initiate, terminate, or change service directly by a written contract with Franchisee. <br />Service shall start, terminate, or change on the next scheduled collection day from the date requested. <br />7.1.1 Franchisee is authorized to charge interest at the rate set by Florida Statutes on any delinquent <br />Commercial Customer account. <br />7.1.2 Franchisee may collect a deposit prior to initiating service to a Commercial Customer, which shall not <br />exceed the expected charge for two months service to the Commercial Customer. In the event a deposit is <br />collected, it may be used to offset any delinquent amounts due to Franchisee after termination of service. Any <br />remainder of the collected deposit shall be returned to the Commercial Customer. <br />16 <br />
