M M <br />storage yard by a general building contractor for storage or <br />materials and vehicles would normally not be allowed within a CL <br />zoning district. In this case, however, the use of the site by a <br />general contractor was legally established prior to the current <br />zoning designation of the site. Therefore, the use is a <br />"grandfathered -in" use of the site. <br />The proposed area of development encompasses the two storage <br />buildings and the storage yard in the southern two thirds of the <br />site. Construction of the proposed mini -storage facility will <br />lessen the degree of the non -conformity by eliminating all outdoor <br />storage on site. The proposed development will result in self- <br />service storage and some continued contractors trades storage, all <br />within enclosed buildings. <br />At its regular meeting of August 22, 19961the Planning and Zoning <br />Commission voted unanimously to recommend that the Board of County <br />Commissioners approve the special exception use request (see <br />attachment W. The Commission also voted unanimously to grant <br />major site plan approval subject to Beard approval of the special <br />exception use request. Therefore, if the Board approves the <br />special exception use request, then the major site plan approval <br />will become effective. <br />The Board is now to consider the special exception use request and <br />approve, approve with conditions, or deny the request. Pursuant to <br />section 971.05 of the LDRs, the Board is to consider the <br />appropriateness of the requested use for the subject site and <br />surrounding area. Conditions and safeguards necessary to mitigate <br />impacts and to ensure compatibility of the use with the surrounding <br />area may be attached to any approval granted by the Board. <br />ANALYSIS: <br />1. Building Area with Area of Development: <br />Existing: 5,301 sq. ft. <br />Proposed: 9.375 so. ft <br />Total: 14,676 sq. ft_ <br />Note: To provide for the proposed self-service storage <br />facility, a 3,750 square foot building and a 5,625 square foot <br />building are proposed, and 2,075 square feet of existing <br />building will be remodeled. This will total 11,450 square <br />feet of self-service storage area. The remaining 3,226 square <br />feet of building area will continue to be used for contractors <br />trades storage, a use accessory to the adjacent contractors <br />trades office along 12th Street. <br />7. The proposed internal <br />traffic circulation plan for the mini -storage facility (area <br />of development) provides a loop access aisle that surrounds <br />one mini -storage building and provides access frontage to the <br />other storage buildings. The proposed facility will not <br />adversely impact area roadways, and no off-site improvements <br />are required.
