BOOK <br />continued use of the existing 12th Street access and the <br />internal traffic circulation plan for the facility. <br />Therefore, the county traffic engineer has no objection to <br />site plan approval of the proposed mini -storage facility. <br />10. Off -Street Parking (total site): Required: 36 <br />Provided: 38 <br />11. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department. <br />12. Landscape Plan: Development of CL zoned property abutting a <br />multi -family use or multi -family zoning district, asis the <br />case with the proposed development, requires a Type "C" buffer <br />with a 6' high opaque feature. Since the subject site abuts <br />a RM -6 zoning district to the west and south, the site plan <br />provides the required Type "C" buffer with a 6' high opaque <br />feature along the west and south sides of the subject site. <br />The special land use criteria for a self -storage facility, <br />such as this one, abutting multi -family zoning districts,do <br />not require that supplemental buffering or screening be <br />provided. Thus, the proposed landscaping plan satisfies the <br />buffer requirements applicable to the proposed project. <br />13. Utilities: The site is currently served by county potable <br />water service and an on-site septic system. The proposed <br />self-service storage facility will not be provided with <br />restrooms or hose bibbs. Therefore, no change to existing <br />utility services is needed. Neither the Utility Services nor <br />Environmental Health departments have any objections to <br />approval of this application. <br />14. Concurrency: The applicant has chosen not to apply for an <br />initial concurrency certificate at this time and has executed <br />and notarized a concurrency notice form. The notice states <br />that no building permit will be issued for all or any portion <br />of the project unless and until a concurrency certificate is <br />issued for the project. Therefore, all site plan related <br />concurrency requirements are satisfied. <br />15. Dedications and Improvements: The proposed storage areas will <br />not necessitate any additional improvements or dedications. <br />16. Special Exception Criteria: For self-service mini -storage <br />facilities located in the CL (Limited Commercial) zoning <br />district: <br />1. Storage unit interior areas shall not exceed ten (10) <br />feet in height. <br />2. Storage units shall not exceed one hundred fifty (150) <br />square feet in size. <br />3. Outdoor storage is prohibited. <br />4. All outdoor lights shall be shielded to direct light and <br />glare only onto the self -storage facility premises. <br />Light and glare shall be defected, shaded and focused <br />away from all adjoining property and road rights-of-way. <br />5. Self-service storage facility sites shall not exceed <br />three (3) acres in gross area. <br />6. Notwithstanding the applicable buffering requirements <br />contained in section 911.10, a type B landscape buffer <br />with six-foot opaque feature shall be provided between <br />all structures and adjacent properties zoned for single- <br />family residential use. <br />7. Buildings containing storage units shall not exceed ten <br />thousand (10,000) square feet in floor area each and <br />shall not exceed one hundred thousand (100,000) square <br />feet of floor area for all buildings. <br />8. Access shall only be to arterial or collector roadways <br />and in no case through areas zoned for residential use. <br />9. No utilities (other than air conditioning) may be <br />supplied to storage units. <br />10. Hours of operation shall be limited to between 6:00 a.m. <br />and 8:00 p.m. Prior to the issuance of a certificate of <br />occupancy, the- applicant shall provide appropriate <br />signage on the site stating the hours of operation of the <br />facility. <br />11.
