Wind and Wind-lteiated Considerations: <br />Wind hazard types taken into consideration during site inspection include lay -down hazards, roll-over <br />liazards and debris hazards. The entire site is comprised of flat terrain. The northern exposure is heavily <br />wooded with a large open playing field separating the school with another campus. Tall trees, 5 unsecured <br />satellite disltcs and 1 tall communications tower pose lay -down hazards. The southern exposure is <br />characterized as lightly wooded and residential with several light poles within proximity of the structure <br />evaluated. The eastern exposure is comprised of residential housing and is lightly wooded with many tali <br />trees within lay -dawn range of the structure. Western exposure is mostly residential with heavily wooded <br />areas. Noted on this portion were telephone poles and tall tress which represent lay -down hazards. There <br />is a limited degree of exposure to large and small wind-borne debris within 300 feet of the facility. There <br />was no verification of wind parameters used in the design. The building was designed in 1965. <br />Building Characteristics: <br />No structural or architectural plans for this facility was provided for evaluation. A clearly defined <br />continuous load path from foundation to roof consisting of columns and spandrel beams is not present. <br />Upon site inspection and review of structural plans it was evident that the building's exterior walls are <br />constructed of masonry and contain soflspot areas. Visual inspection of the site revealed very little in <br />determining the primary load bearing system. Plans were not available that indicated reinforcement in the <br />masonry. The roof is flat and appears to be light weight with open web steel joists that appear to be <br />bolted to 1 -beams which are anchored to the top of masonry walls. Minor deterioration is present through <br />out the structure. Given its age this was not unexpected. <br />Windows, of an unknown glass type, comprised approximately 7% of total exterior wall space. No <br />shuttering/protective system was in place for either windows or exterior doors. <br />The stringency ranking of the model building code used during the year of the buildings design (1965) <br />according to the Mate ofrlorida Hurricane Shelter Evaluation Guidelines is a Ion a scale of 0-4, the most <br />stringent being 4. <br />Life Safety/ElEl mergency Power: <br />At the time of survey, the buildings conformed to fire codes. There was an emergency power supply <br />generator on site rated at 80 kw with a 1600 ,gallon fuel supply. The load on this generator includes safety <br />lights, exit lights, freezers, fire alarms, emergency lighting and kitchen equipment. <br />Conclusions: <br />When analyzed using the criteria outlined in the ARC 4496 Least -Risk Decision Making Guideline <br />Compliance Summary, Vero Beach Iligh School was found to have characteristics which fall under the <br />categories of preferred, marginal and non-compliant. <br />
