40 <br />i <br />40 <br />Wind and Wind -Related Considerations: <br />Wind hazard types taken into consideration during site inspection include lay -down hazards, roll-over <br />hazards and debris hazards. Hazards in the form of light poles and tall trees were noted on the cast side of <br />the buildings designated for use as an HES. Northern exposure is comprised of heavily wooded flat <br />topography. Southern exposure is mostly residential and fiat as well as the eastern and western exposure. <br />There is limited exposure to large and small wind -home debris within 300 feet of the facility. There was <br />no verification of wind parameters used in the design. The building was designed in 1981 and has no <br />obvious wind design flaws with the exception of lightweight metal open walkways between structures. <br />Building Characteristics: <br />A partial set of structural and architectural plans for this facility was provided for evaluation. A clearly <br />defined continuous load path from foundation to roof is present. Upon site inspection and review of <br />structural plans it was evident that the buildings' exterior walls are constructed of reinforced masonry. <br />Reinforcing spacing was not noted so partial reinforcement is assumed. The plans called for an 8" CMU <br />with a 4" brick veneer wall construction. 5" pipe columns (standard weight) were employed extending <br />from the concrete; steel reinforced footers to top of walls. 36" steel truss girders (48" cic) are attached to <br />bearing points with two 114" full development fillet welds. The roof is flat with a 3' overhang and decked <br />with standard corrugated metal decking, 4" lightweight concrete, and a modified bitumen roof covering.. <br />Roof design load (dead load plus live load) is calculated to be 52 lbs. per square foot. No evidence of <br />ponding or degradation was present on the roof. All drains were clear and free of debris. It was noted that <br />mechanical equipment in the form of exhaust shrouds for the kitchen area should be tied down in a more <br />secure fashion. <br />Windows, of an unknown glass type, comprised less than 7% of total exterior wall space. No <br />shutteringlprotective system was in place for either windows or exterior doors. <br />The stringency ranking of the model building code used during the year of the buildings design (1981) <br />according to the State of r1orida Hurricane Shelter Evaluation Guidelines is a 2 on a scale of 0-4, the <br />most stringent being 4. <br />The building was in good condition with no visible signs of damage. <br />Life Safety/El mergency Power: <br />At the time of survey, the building conformed to fire codes. There was an emergency power supply <br />generator on site which powers exit lights, freezers and emergency lighting. <br />Conclusions: <br />When analyzed using the criteria outlined in the ARC 4496 Least -Risk Decision Making .Guideline <br />Compliance Summary, J.A- Thompson Flementary School was found to have characteristics which fall <br />
