40 <br />tr <br />4M <br />Task 2. Recommended Action flan (Starting Assistance) <br />ETC will develop an action plan, as determined by the Solid Waste Disposal District, to bring the <br />hazardous waste management program into compliance with permit and OSHA requirements and <br />conditions, as determined by the Solid Waste Disposal District, to improve the handling and <br />transfer process (defined within a flow chart). If chain of custody and other field reporting forms <br />do not exist, then ETC shall prepare the necessary forms to track any hazardous wastes received <br />by the County from the point of receipt to the final disposal point. A draft copy of these forms <br />will be submitted to the County for review and approval in hard copy and electronic formats. <br />Task 3. On -Going Operation & Reporting (Staffing Assistance) <br />ETC shall perform the following services: <br />&_3 identify and combine various paints, varnish, and thinners (i.e. various hazardous wastes) <br />into bulk containers for disposal; <br />9* identify and combine various aerosol cans and batteries into bulk containers for disposal; <br />X) coordination of the collection and transport of household waste, alkaline batteries, <br />automobile batteries, and fluorescent lamps from the transfer stations to the landfill for <br />further identification and storage in the hazardous waste storage center; <br />f0 assist with the exchange and transport of full 55 -gallon drums of oil filters from the <br />transfer stations to the landfill for storage; <br />til assist with the transport of propane tanks for removal of the valves and the steel for <br />recycling; <br />SO identification of hazardous wastes, and documentation and maintenance of computer <br />records on all hazardous wastes received and processed by SWDD; <br />20 coordination with various contractors for the collection and transport of hazardous waste, <br />refrigerants, waste oil, oil filters, antifreeze, batteries, fluorescent lamps, and biomedical <br />waste; <br />E0 coordination with Environmental Health to provide education and assistance to small <br />quantity and exempt hazardous waste generators; <br />R) coordinate with the contracted analytical laboratory the monthly, quarterly, and <br />semiannual sampling of the groundwater, surface water analytical data, and leachate for <br />(lie landfills, and report the analysis results to the Florida Department of Environmental <br />Protection and other interested agencies; <br />documentation and maintenance of computer records of the analysis results from the <br />groundwater, surface water, and leachate analytical data for the landfills; <br />SO conduct, document, and report the groundwater and surface water depths for the landfills <br />on a monthly basis; <br />t� monitoring and reporting the quarterly percent by volume of methane gas in the gas <br />monitoring wells from the landfill; <br />R-0 coordination of the updating and tracking of environmental permits and reporting <br />requirements; and <br />X) preparation of the annual air emission report and quarterly waste tire report. <br />Pagc 2 of 5 <br />
