BQOK 99 PAG -L287 <br />signal warrants even after the construction of the Sams, but <br />would likely meet warrants when areas east of Wal-Mart are <br />developed. <br />053rd Avenue Impacts <br />With relocation of Wal -Mart's easternmost entrance along SR 60 <br />to align with 53rd Avenue and with signalization of the 53rd <br />Avenue/SR 60 intersection, staff is concerned that there may <br />be a high volume of cut -through traffic on 53rd Avenue <br />(through a single family residential area), since 53rd Avenue <br />connects SR 60 to 26th Street (a collector road). Because of <br />the potential impact of commercial cut -through traffic on a <br />residential street, staff is recommending that the developer <br />be required to monitor the traffic volume on 53rd Avenue for <br />24 months after the activation of a signal, since <br />signalization'could facilitate a high volume of cut -through <br />traffic. The monitoring plan will need to establish counts <br />prior to construction of the expansion and prior to activation <br />of a signal at SR 60/53rd Avenue, to establish a baseline <br />traffic volume for 53rd Avenue. <br />If the monitoring plan reveals an increase of 500 or more of <br />cut -through traffic after signal installation, the county <br />traffic engineering division will devise a plan to reduce cut - <br />through traffic on 53rd Avenue. Wal-Mart will be responsible <br />for providing the traffic engineering division with data that <br />will show if there is a problem in the future and the nature <br />and magnitude of any such problem. The traffic engineering <br />division will be responsible for addressing any future <br />problems, and the traffic engineering division prefers to be <br />responsible for addressing future problems. <br />Prior to site plan release, the applicant will need to obtain <br />approval from the traffic engineering division of a 53rd <br />Avenue traffic monitoring plan. <br />*Level -of -Service <br />Since the proposed changes essentially reduce the size of the <br />Sam's store in exchange for expansion of the Wal-Mart store, <br />there is no net increase in building area or traffic from the <br />previously approved PD plan. The County Traffic Engineer has <br />reviewed the traffic impact statement submitted with the PD <br />plan -and has determined that the analysis is acceptable and <br />that there are no concurrency problems or level of service <br />problems related to project traffic. Furthermore, the <br />analysis indicates that, other than some SR 60 turn lane and <br />median improvements, no off-site traffic improvements are <br />required for the project (build -out, both phases) . The Public <br />Works Department has approved the traffic layout with the <br />proposed traffic improvements. <br />9. Stormwater Management: The stormwater management plan has <br />been conceptually approved by the Public Works Department, and <br />the developer will obtain a Type "A" permit. There will be <br />three new stormwater management ponds constructed between the <br />Wal-Mart store and SR 60. Since these ponds are over 2' in <br />depth, the ponds are required to be fenced. In staff's <br />opinion, pond fencing should consist of a green or black vinyl <br />clad chain link fence (6' tall, installed so as to be no <br />taller than 5' above the grade of the parking lot), so that <br />the fence does not detract from the aesthetic SR 60 corridor <br />enhancements required on site. <br />44 <br />OCTOBER 1, 1996 <br />
