BOOK 99 <br />modifying the existing sidewalk along SR 60 to construct a <br />deceleration lane into the site at the 1153rd Avenue driveway". <br />This improvement requires a 10' right-of-way dedication for a <br />portion of SR 60, and said dedication is depicted on the <br />preliminary PD plans and plat. Another improvement will <br />involve closing the existing median cut for the existing <br />eastern driveway and modifying the median at 53rd Avenue to <br />accommodate a proposed signal at that location. These <br />improvements are all depicted on the proposed plan. <br />15. Concurrency: When the initial rezoning occurred for the <br />Sam's/Wal-Mart store, the applicant reserved sufficient <br />capacity to provide concurrency for remaining construction. <br />Therefore, concurrency requirements are satisfied for the <br />total development proposed. <br />16. Interim SR 60 Corridor Plan: Since June, staff has been <br />working with the SR 60 Task Force to formulate a SR 60 <br />corridor plan. Even though no formal plan has been adopted, <br />the Board of County Commissioners has directed staff to <br />require that projects along SR 60, such as this one, provide <br />certain enhancements relating to landscaping, signage, and <br />architecture. These enhancement requirements have been <br />applied to other projects along SR 60, including the Indian <br />River Mall and Applebee's. In addition to on-site <br />enhancements, the current draft SR 60 corridor plan proposes <br />special surface treatments of certain median areas. <br />The proposed conceptual PD plan would meet the interim SR 60 <br />plan requirements, with the addition of certain approval <br />conditions as recommended by staff at the end of this report. <br />Specific elements are addressed with this preliminary PD plan, <br />as follows: <br />a. SR 60 Landscaping: The applicant has agreed to provide <br />a 25' Type "C" buffer, with a low berm and hedging to <br />create a 3' opaque feature, along the new site's SR 60 <br />frontage. This extended buffer will be integrated into <br />the existing Wal -Mart's SR 60 buffer. <br />b. SR 60 Right -of -Way Treatment: Staff has recommended <br />that, in places where the SR 60 median at 53rd Avenue <br />will be reworked to form a 4' to 6' wide concrete traffic <br />separator, the applicant shall use some type of brick <br />pavers, tiles or other special surface treatment on the <br />lane separator, and the 1153rd Avenue driveway" separator <br />on-site. The applicant has agreed to provide the surface <br />treatment for the lane separators at the SR 60/53rd <br />Avenue intersection, and these are depicted on the <br />proposed plans. Landscape improvements within the median <br />are not the responsibility of the developer, although the <br />county may seek property owner participation in the <br />future when the median is landscaped. <br />C. Foundation Plantings:. The applicant has agreed to <br />provide foundation plantings, consisting of 18' tall <br />washingtonian palms, and 8' tall multi -trunked wax <br />myrtles, along portions of the building front to break-up <br />the expanse of the store front. The landscaping will be <br />located where there are large wall areas with no openings <br />or architectural features. <br />d.
