horizontal and vertical articulation for the front of the <br />bft-1ding. The entry points will be pushed -out closer to <br />the parking lot and will pop-up at the roof line. Staff <br />has been working with the applicant regarding the <br />architectural features of the pop -ups, and supports the <br />proposed architectural changes. <br />e. Signage: The existing SR 60 Wal-Mart sign will be <br />replaced as part of this project. The applicant has <br />submitted sketches of a monument style sign that would <br />meet the design criteria of the "interim" SR 60 corridor <br />plan. The sign will not exceed 10' in height, will be <br />internally lighted, and will have a sign "base" <br />consisting of masonary columns and opaque landscape <br />screening. Please see attachment #4 for a sketch of the <br />proposed replacement sign. It should be noted that the <br />foundation plantings on attachment #4 will need to fill <br />the space between the ground and the bottom sign at the <br />time of planting. <br />In staff's opinion, the proposed SR 60 and foundation <br />landscaping, the traffic separator paver enhancements, and the <br />proposed architectural enhancements meet the standards of the <br />interim SR 60 corridor plan. <br />17. Temporary Use Permits and Outdoor Display: Based upon Chapter <br />972 of the LDRs, temporary use permits can be issued for a <br />variety of temporary uses including outdoor sales events. The <br />Wal-Mart site has been a popular location for special vehicle <br />sales events, based on its location and the abundance of <br />excess parking provided for the unbuilt Sam's store. Although <br />a majority of sales events have met temporary use permit. (TUP) <br />conditions, staff has observed a number of events that have <br />violated the conditions of the permits or were- unpermitted <br />altogether. The most typical violations are failure to obtain <br />a permit and post a bond, and placement of signs and banners <br />in violation of the'permit. <br />Staff has attempted to work with the Wal-Mart store management <br />to reduce the number of violations by sending them copies of <br />the permit conditions and limiting the number of days that <br />TUPs are allowed to 45 days per year. However, there have <br />still been violations. On the weekend of September 14 and 15, <br />for example, there was a boat sales event held without any <br />TUP. Based on the inability of Wal-Mart to control these <br />events, staff is recommending that no more TUPs be issued for <br />this -site. The recommendation does not include the use of <br />temporary storage containers, used for layaway at Christmas. <br />The location of these containers has been approved through the <br />administrative approval process. <br />It should be noted that the rezoning of the property from CL <br />to PD did not specifically address temporary uses such as <br />outdoor sales events. Therefore, since this site is within a <br />special PD zoning district, and the PD district. established on <br />the site does not specifically address temporary uses, it is <br />staff's opinion that the issue of temporary uses on the <br />overall Wal-Mart/Sam's site can be addressed with this <br />rezoning and conceptual PD plan request. <br />Staff has also observed a continuing outdoor display of <br />material in front of the existing Garden Center. The <br />permanent outdoor display in the parking lot raises two <br />issues.
