BOOK 99 Fact :301 <br />Chairman Adams asked if Commissioner Macht would be willing to <br />look at a 150 ft. setback off SR -60 for the temporary use permits, <br />but Commissioner Macht was not agreeable to that. <br />Ray Gent, store manager of the Vero Beach Wal-Mart, stated <br />that he had not received a letter, probably because he has been <br />here only a year. Attorney Motley felt that any communication <br />problems probably were attributable to the former manager. <br />There being no others who wished to be heard, Chairman Adams <br />closed the public hearing. <br />Chairman Adams stated that she didn't have a Wal-Mart credit <br />card or own any of their stock, but did want to say that Wal-Mart <br />has participated in community programs, contributed generously to <br />groups, given a significant scholarship for a local child to go to <br />college, and recognized teachers of the year in the community. <br />Those are things that were not asked of them in a PD. They have <br />offered to work with us, which is exactly what we need to do. We <br />need to encourage more folks to have this kind of attitude. <br />Commissioner Tippin felt we cannot let our emotions rule us in <br />this matter. He knows a lot of people who are not anxiously <br />waiting for Sam's to open, but that is beside the point. Staff has <br />worked hard and long on this and many compromises have been made by <br />Wal-Mart. He stressed that property rights were so vitally <br />important in making this country great. <br />MOTION WAS MADE by Commissioner Tippin, SECONDED by <br />Commissioner Eggert, to grant the PD zoning request <br />and approve the PD conceptual plan with the 7 <br />conditions outlined in staff's recommendation. <br />Under discussion, Chairman Adams suggested an amendment to the <br />Motion to require a 150 -ft. setback from SR -60 and a study of the <br />temporary use permits for one year and analyze any complaints at <br />the end of the year. <br />COMMISSIONER TIPPIN accepted the amendment to his Motion, and <br />COMMISSIONER EGGERT seconded the amended Motion for <br />discussion. <br />Under discussion, Commissioner Eggert expressed her concern <br />about parking lot sales/events conducted by companies other than <br />Wal-Mart because of the complaints she has received—bout noise, <br />banners, signs, excessive traffic, etc. <br />58 <br />OCTOBER 1, 1996 <br />
