Effective response to an emergency requires <br />consistent protocols and response actions among organizational levels and areas affected. The base plan will be <br />the cornerstone for planning and training that defines the Department's overall approach to emergencies including <br />development of "Concept of Operations" that establishes functions, roles, and responsibilities of staff during <br />emergencies including what should happen, when, and at whose command. <br />Base plan components include: <br />• Command and control and the IMT <br />• ERP activation, response actions, emergency action levels (EALs) <br />Ww arcaois.com 10 <br />
