ANALYSIS: <br />Some of the project's required subdivision improvements have been <br />constructed. The applicant is proposing to "bond -out" for the <br />remaining required subdivision improvements for Harbor Links Phase <br />II, as provided for in the county's land development regulations. <br />The public works department and utility services department have <br />reviewed and approved the submitted engineer's certified cost <br />estimate and corresponding letter of credit amount that covers the <br />costs of completing the remaining required improvements. The <br />county attorney's office has reviewed and approved the submitted <br />contract for construction (for completing the remaining required <br />improvements), and the letter of credit which represents 115% of <br />the estimated cost of construction. It should be noted that all <br />improvements within Grand Harbor will be private, with the <br />exception of certain utility facilities that will be dedicated to <br />Indian River County and warranted and secured separately, as <br />normally required by the utility services department. <br />RECOMMENDATION: <br />Based on the above referenced analysis, staff recommends that the <br />Board of County Commissioners: <br />1. Grant final plat approval for Harbor Links Phase -II (Plat 19), <br />and <br />2. Authorize the chairman to execute the submitted contract for <br />construction of remaining required improvements and accept the <br />letter of credit that secures the contract. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously granted <br />final plat approval for Harbor Links Phase II (Plat <br />19); authorized the execution of the submitted <br />contract for construction of remaining required <br />improvements; and accepted the letter of credit that <br />secures the contract, as recommended in the <br />Memorandum. <br />K.
