BASE GRANT AGREEMENT - EMERGENCY MANAGEMENT <br />PREPAREDNESS AND ASSISTANCE TRUST FUND CONTRACT <br />The Board reviewed a Memorandum of October 17, 1996; <br />TO: Honorable Board of County C mmissioners <br />THROUGH: Doug Wright, Director <br />Department of Emergency Services <br />FROM: John King, Emergency Management Coordinator -211-- <br />Division of Emergency Management <br />DATE: October 17, 1996 <br />SUBJECT: Approval of Base Grant Agreement from the Emergency <br />Management, Preparedness and Assistance Trust Fund <br />Contract Number 97CP-05-10-40-01-031 <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next regularly scheduled meeting. _ <br />DESCRIPTION AND CONDITIONS: <br />In 1993, the Florida Legislature enacted two significant pieces of <br />legislation to improve disaster preparedness and response <br />capabilities throughout Florida. These bills, known as HB 911 and <br />SB 1858, strengthen emergency management planning requirements at <br />all levels, provide additional funding for emergency management <br />programs, and implement numerous additional recommendations of the <br />Governor's Disaster Planning and Response Review Committee. <br />Included in this legislation is a funding mechanism created for <br />local emergency management agencies and other programs in the <br />Emergency Management, Preparedness and Assistance Trust Fund. The <br />funding comes from an annual non-refundable surcharge of $2.00 per <br />every homeowner's, mobile homeowner's, tenant homeowner's, and <br />condominium unit owner's policy, and an annual $4.00 non-refundable <br />surcharge imposed on every commercial fire, commercial multiple _ <br />peril, and business owner's property insurance policy, issued or <br />renewed. <br />Indian River County has received the above referenced contract <br />specifying that $110,521 in non-matching funds is available based <br />on a formula prescribed by law and detailed in Rule Chapter 9G-19, <br />Florida Administrative Code, and by certification of the County to <br />employ and maintain a full-time Emergency Management Director. <br />This year's allocation represents $97,719 provided for FY -96/97, <br />with a deduction of $5,102 for satellite communications costs per <br />section 9G-19.005 (3), Florida Administrative Code, and a <br />carry-over of $17,904 from the previous fiscal year. <br />Staff proposes to use grant funds for the following purposes: <br />1. Continued funding of the Emergency Management Planner <br />position and the addition of an Emergency Management <br />Planning Assistant detailed in the 001-238 budget <br />approved by the Board earlier this year. <br />2.
