Use of the balance of -funds from the grant to purchase <br />capital equipment and supplement funds already identified <br />for shelter retrofit projects, EOC/Emergency Management <br />office renovations, and other projects consistent with <br />the timely completion of the attached Five -Year Strategic <br />Plan (scope of work.) <br />No additional funds are needed to qualify for this grant. .It <br />should be noted that funds received from the Emergency Management, <br />Preparedness and Assistance Trust Fund may not be used to supplant <br />existing funds. <br />ALTERNATIVES AND ANALYSIS: <br />The Base Grant includes a scope of work that must be completed <br />during the term of the grant. It is also provides one dedicated <br />computer, state-owned, to be used for satellite communications <br />between the State Emergency Operations Center and the --Indian River <br />County EOC. As previously mentioned and noted in the agreement, a <br />deduction of $5,102 has already been made by the state for <br />communications costs per Section 9G-19.005 (3), Florida <br />Administrative Code. <br />This recent legislation now included in Chapter 252, Florida <br />Statutes compels emergency management agencies to comply with the <br />following: <br />1. Work with the Department of Education and local school_ <br />board to develop new design criteria to ensure that new <br />educational facilities can serve as public shelters for <br />emergency management purposes. <br />2. Serve as liaison and coordinator of municipalities' <br />requests for state and federal assistance during post - <br />disaster emergency operations. <br />3. Identify and register persons in need of assistance and <br />plan for resource allocation to meet identified needs. <br />Disabled persons must be given the option of <br />preauthorizing emergency personnel to enter their homes <br />during search and rescue operations necessary to assure <br />their safety and welfare. Emergency Management agencies <br />must work with HRS, health care agencies, community-based <br />service providers, and home health care providers to <br />inform all their incoming clients of the registry as part <br />of the intake process. <br />4. Assist in surveying facilities suitable to serve as <br />public shelters and post -disaster community service <br />centers. <br />5. Continue to review comprehensive emergency management <br />plans for all intermediate care facilities for the <br />developmentally disabled, patient care facilities serving <br />seven or more people, and homes serving individuals who <br />have complex medical conditions. These plan reviews are <br />required by law to be coordinated with HRS, Agency for <br />Health Care Administration, the Department of Community <br />Affairs, and appropriate volunteer organizations within <br />60 days of receipt. <br />Staff understands that should the Base Grant <br />cease to be available that the Board is under no <br />the two (2) staff positions from other revenue <br />88 <br />November 5, 1996 <br />Trust Fund revenue <br />obligation to fund <br />sources. <br />
