MCCAIN, P <br />AND STAFFED CAPITAL PROJECTS INEER <br />BY: DEPARTMENT OF Y SERVICES <br />SUBJECT: WEST REGIONAL WASTEWATER TREATMENT PLANT, CHANGE <br />ORDER NO. 4, INDIAN RIVER COUNTY PROJECT NO. US -93- <br />04 -DC <br />On August 23, 1994, the Board of County Commissioners approved a <br />contract with John J. Rirlin, Inc., for the above -referenced <br />project. The current contract amount is $5,738,923.75, which <br />includes change orders 1, 2, and 3. (See attached agenda item and <br />minutes). The department now wishes to receive approval of Change <br />Order No. 4 in the amount of $71,001.55, which will adjust the <br />contract amount to $5,809,925.30. <br />A detailed breakdown of the proposed change order items and final <br />negotiated pay items are presented as "proposal summary" attached <br />to Change Order No. 4. The project is now substantially complete <br />and the punchlist items are currently being addressed. Final <br />completion is projected in late November, 1996. The Utilities <br />Department concurs with the Engineer's recommendation to approve <br />the proposed negotiated change order as presented and also to <br />reduce contract retainage from 10% to 5%, as a result of the <br />substantial completion. Please reference the attached letter of <br />recommendation from the Engineer. <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached change order <br />with John J. Rirlin, Inc., as presented and authorize the Chairman <br />to execute same. <br />Commissioner Tippin expressed his concerns about spending so <br />much on consultants and engineers and then routinely adding <br />additional costs; such as the $2,000 additional hardware and almost <br />$15,000 in improvements. He felt these fees should have been <br />included at the beginning of the project. <br />Capital Projects Engineer Bill McCain stated that staff very <br />heavily reviews these projects but sometimes things just don't get - <br />caught. <br />Commissioner Bird wanted to know if the change order resulted <br />in an increased price for the project and Mr. McCain replied that <br />it did not. <br />NOVEMBER 12, 1996 114 <br />
