The elements include the future land use, sanitary sewer, potable water sub -element, solid <br />waste sub -element, natural groundwater aquifer recharge sub -element, stormwater management sub - <br />element, transportation, economic development, capital improvements, housing, conservation, coastal <br />management, recreation, open space, intergovernmental coordination, public schools, and the property <br />rights elements. <br />It should be noted that comments identified for each respective Goal, Objective, and Policy may reflect <br />multiple categories. This report provides recommended text language in strikethrough/underline format <br />based on the findings of the EAR. <br />Future Land Use Element <br />The Future Land Use Element guides the development of Indian River County and shapes how the <br />County will grow in the next planning period. The purpose of the Future Land Use Element is to <br />designate future land use patterns with corresponding densities and intensities in areas that will best <br />accommodate the projected population change. The Future Land Use Element is the foundation of the <br />County's Comprehensive Plan as it ties together all or portions of the other Elements and establishes the <br />planning framework for moving forward. A summary of the changes that are proposed for the Future <br />Land Use Element are as follows. <br />0 Remove unnecessary policies, e.g., Policy 1.1 adopts the Map Series, which is typically adopted <br />by right regardless of the presence of a policy. <br />0 Establish appropriate cross-references to other elements like Conservation, Coastal Management, <br />Public School Facilities, and more <br />0 Update statutory references, especially related to Developments of Regional Importance (DRIs) <br />0 Move standards out of the Plan and into the Land Development Regulations (LDRs) <br />0 Relocate/revise Urban Service Area policies (1.49-1.50) under Objective 1 to Objective 2, whose <br />primary topic is the Urban Service Area <br />0 Addition of cross-references or recommend revision of Policies more applicable to other <br />Elements of the Comprehensive Plan <br />0 Remove references to unnecessary historical statistics, e.g., Objective 6 sets a County goal to <br />maintain at least 125,000 agricultural acres in the unincorporated County and noted immediately <br />after how much agricultural acreage there was in 2007. <br />0 Add additional uses to the RC, Regional Commercial future land use category per direction from <br />the BCC at its regular meeting held on September 10, 2024 (Item 12.H.1). <br />0 Identify the county's only Area of Critical State Concern, which was signed into law via HB <br />1489 and became effective July 1, 2023 (FS 380.0553). <br />These recommended changes are important to improve the Element and better guide development in the <br />County and protect the community's existing character. Many Policies were identified as consistent with <br />the County's vision and feedback received from the community, and therefore no changes were <br />recommended to such Policies.
