At that time, all development <br />within 1/4 mile of a county water line shall connect to the couxty public potable water system. The County <br />may consider applications for construction and operation of privately -owned water plants where the <br />development is outside the Urban Service Area and if development conforms to policies in the Future <br />Land Use Element.
