Mehta, P.E. <br />13 November 2025 <br />Page 5 <br />• Results of an annual landfill gas (LFG) sulfur content test (Annual Emissions Report for <br />Sulfur Dioxide letter report and included in the Electronic Annual Operating Report). <br />The annual emissions fee is automatically calculated based on emissions reported for marked <br />pollutants on the FDEP's electronic Annual Operating Report (EAOR). Upon submission of the <br />EAOR, the Annual Title V Emissions Fee invoice is generated, and this must be paid by April 1, <br />2026 for the 2025 reporting period. <br />It should be noted that on 24 October 2025, Geosyntec submitted a Title V Air Operation Permit <br />Revision Application to FDEP on behalf of the SWDD to incorporate EU009 (2,800 SCFM <br />Landfill Gas Utility Flare) into Title V Air Operation Permit Number 0610015 -010 -AV. The <br />flare currently operates under Air Permit No. 0610015 -011 -AC. At this time, the modified Title <br />V Air Operations Permit has not been issued by FDEP. For the purposes of this proposal, it is <br />assumed that the compliance requirements listed above will not change following issuance of the <br />modified permit. <br />Landfill Gas Migration Monitoring <br />The Class I Landfill solid waste permit also requires quarterly monitoring and reporting of LFG <br />migration around the perimeter of the site and within enclosed structures. <br />Multi Sector General Permit <br />The SWDD authorization to discharge the overflow of stormwater from the sedimentation pond <br />into the C-6 canal is governed by a five-year Multi Sector General Permit (MSGP) issued by the <br />FDEP. The permit requires that the outfall be sampled quarterly during the first and fourth year <br />of the permit for a list of parameters and the results reported to the FDEP by the first quarter of <br />the fifth year of the permit. <br />PROPOSED SCOPE OF SERVICES <br />This proposal presents the scope of work and budget estimate for the: (i) semi-annual water - <br />quality compliance monitoring and reporting for the Class I landfill and C&D debris disposal <br />facility; (ii) quarterly assessment monitoring of the five groundwater wells and four surface <br />water sample sites for the C&D debris disposal facility; (iii) quarterly evaluation monitoring of <br />the seven groundwater wells and four surface water sample sites for the Class I landfill; (iv) <br />storage tank monitoring well sampling and reporting as required by the Order; (v) compliance <br />with Title V permit requirements; and (iv) other technical and miscellaneous permit compliance <br />support services that may be required by the SWDD in 2026. <br />NCP2525467/2026 Compliance Monitoring Proposal_l' <br />engineers I scientists I innovators <br />
