'nOK 100, PA,H 107 <br />*Excavation: A 4.42 acre lake is proposed to be created. The <br />excavation of the lake will involve the removal of more than <br />5,000 cubic yards of excavated material from the site. Such <br />activity is considered incidental to project construction and <br />is allowed and regulated by the provisions of the Chapter 934 <br />mining regulations. Such regulations limit hauling and <br />excavation to 7:00 a.m. - 5:00 p.m. Monday through Friday for <br />a 2 month period. Prior to issuance of a land development <br />permit, the developer must obtain from planning staff a mining <br />permit exemption subject to the criteria of LDR section <br />934.04(7)(b). <br />10. Stormwater Management: As with standard single family <br />subdivisions, the stormwater management plan has been given <br />conceptual approval by the public works department. Final <br />review and approval of the stormwater management plan shall be <br />accomplished through the land development permit process. <br />11. Thoroughfare Plan: The project has 990' of frontage on 33rd <br />Street (Cherry Lane), which is classified as a collector <br />roadway requiring 80' of right-of-way. Presently, 60' of <br />right-of-way exists for 33rd Street. The additional 20' will <br />need to be acquired from this property, since there is a canal <br />on the south side of 33rd Street which precludes acquisition <br />from that side of the road. The PD plan design accommodates <br />the acquisition of the additional 20' of right-of-way. <br />12. Traffic Circulation: The project will be accessed from 33rd <br />Street by an internal subdivision road that will provide <br />access to all of the lots. The interior road system will <br />provide a loop road through the project and one east/west cul- <br />de-sac road. These roads will provide access to all of the <br />lots. The traffic engineering division has approved the <br />internal traffic circulation plan. <br />Staff has asked the applicant to explore street <br />interconnections to the properties to the north, east, and <br />west of the project site. The applicant wants to keep the <br />internal rights-of-way private, and does not want to provide <br />street interconnections to adjacent properties that would not <br />be part of the development. The applicant has proposed a <br />potential future interconnection with the property to the <br />north, which the developer may develop as a future additional <br />phase and expansion of The Sanctuary. The proposed potential <br />interconnection shall either be developed as a private road <br />right-of-way if the property to the north is approved and <br />developed as an addition of The Sanctuary, or shall be <br />developed as Lot 26 of the Sanctuary. It should be noted that <br />Lot 26 is counted as one of the 109 lots proposed. <br />In the past, the county has not required vehicular <br />interconnections for private developments of this size where <br />such interconnections are not needed for access to adjacent <br />properties. Since the proposed development is to be private <br />and is close to 40 acres in size, and since it does not appear <br />that any adjacent properties would require access through the <br />subject project site for development, it is staff's opinion <br />that a vehicular interconnection is not required. However, <br />staff has recommended that the applicant accommodate future <br />interconnection opportunities, and the proposed plan does so <br />for the property north of the project site. <br />Since the project will generate more than 1,000 average daily <br />trips (ADT), a traffic impact analysis was required. Such an <br />analysis was submitted by the applicant's traffic engineering <br />consultant and was reviewed by county traffic engineering <br />staff. The analysis indicates that no off-site traffic <br />improvements are required, but recommends that a right -turn <br />lane for 33rd Street westbound traffic be constructed for the <br />project. The traffic engineering division has recommended, <br />and the developer has agreed, to construct a right -turn lane <br />at the project entrance prior to issuance of a certificate of <br />completion for the project. <br />DECEMBER 17, 1996 <br />96 <br />M <br />�_J <br />
