BCCK — U FAGS 382 <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Ginn, the Board unanimously approved <br />the Health Department's request to use the County's <br />seal on their letterhead. <br />AQUACULTURE USE ZONE <br />Commissioner Adams requested that the Chairman be authorized <br />to send a letter to show local support for the establishment of an <br />aquaculture use zone in the Indian River in Indian River County for <br />clam farming. <br />ON MOTION by Commissioner Ginn, SECONDED by <br />Commissioner Tippin, the Board unanimously <br />authorized the Chairman to send a letter in support <br />of an aquaculture use zone in Indian River County. <br />killunwipq coI <br />Commissioner Ginn asked that the Board establish a Utilities <br />Advisory Committee under the provisions of Chapter 103 of the Code <br />to advise the Board of County Commissioners and staff regarding the <br />County's utility matters. She proposed that each Commissioner <br />would have one appointment to the Board and two members would be <br />selected to serve at -large. She specified that members should have <br />some expertise in utilities and have no agenda or involvement of <br />their own. She further specified that they would not make policy, <br />nor direct staff activities. The CH2M Hill Impact and Analysis as <br />an example of what should first pass through the committee for <br />their consideration. <br />Chairman Eggert stressed that the duties of the committee need <br />to be very specific, should not include oversight of day-to-day <br />operations, and need to be worked out with Administrator Chandler. <br />She suggested Commissioner Ginn put together a draft resolution <br />with all her suggestions. <br />County Attorney Vitunac offered his office to draft a <br />resolution with a very broad scope of duties that the committee <br />would have jurisdiction to review virtually anything to do with <br />utilities. <br />Commissioner Macht suggested the resolution be considered at <br />a public hearing, and Chairman Eggert wanted the Board to have an <br />opportunity to look at it, and then set a hearing. County Attorney <br />Vitunac reminded them that a public hearing is not required for a <br />resolution. <br />48 <br />March 11, 1997 <br />
