PINTO <br />DIRECTOR OF UTI SERVICES <br />PREPARED ANA ANDERSONO <br />AND STAFFED PROJECT COORDINATOR <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: RATE STUDY <br />BACKGROUND and ANALYSIS <br />The Department of Utility Services has received from Mr. Ed <br />Nelson, a restdentof -Eo ysi:de= -Nbrth Mobs a Home Park, <br />information and consumption calculations that he compiled <br />regarding the current impact fees for water and sewer. The <br />information submitted is not adequate enough to draw any <br />conclusion in regards to amending the current impact fee <br />structure. The evaluation and analysis of the impact fees for <br />the mobile homes on the utility system is very technical and a <br />major effort. Based on this information, Mr. Nelson has requested <br />a reduction for all mobile homes in Indian River County. <br />Since a reduction in impact fees and base facility charges for <br />mobile homes would greatly affect all of the Utility customers, <br />possibly causing a rate increase, it is recommended that the <br />Board of County Commissioners utilize the services of a <br />professional consulting firm to perform an in—depth evaluation <br />of the current water and sewer rates as set forth in Ordinance <br />91-9. This evaluation will determine whether an adjustment of <br />rates is warranted. <br />RECOMMENDATION <br />Due to the importance of this project, below are three <br />alternatives: — - - - - - <br />1. Reduce impact fees and base facility charges in <br />accordance with Mr. Nelson's request. <br />2. Authorize the administration to advertise for RFP to have <br />rate and financial analysis performed. <br />3. Request -----Utilities --Advisory Committee to review the <br />request and make a recommendation to the Board of County <br />Commissioners. <br />The staff of the Department of Utility Services recommends <br />Alternative Number Three (3). <br />County Administrator James E. Chandler advised that the recommendation has been changed to <br />#2: Authorize the administration to advertise for RFP to have rate and financial analysis performed. <br />Chairman Eggert advised that it would then go to the Utilities Advisory Committee before <br />coming to the Board. <br />Commissioner Macht asked if there would be anything which might affect the timing with <br />respect to the hiring of a new Utilities Director, and Chairman Eggert thought the process could go <br />forward. <br />Administrator Chandler agreed that there would be no conflict in this instance. <br />MAY13 1997 <br />52 <br />0 <br />
