ANALYSIS <br />To date, the property owners of 10 of the 18 lots on 110th Street <br />have signed the petition for County water; however, the square <br />footage of these 10 lots is 65.94% of the total assessable <br />property. There are 16 undersized, .50 acre or less lots, 13 of <br />which are .30 to .33 acres. Five of the undersized lots are <br />unimproved/vacant, and according to Mike Galanis, Director of the <br />Environmental Health Department for Indian River County "not <br />meeting today's standards for construction with wells and septic <br />tanks. This limits the size homes that may be constructed. Since <br />construction is subject to site placement of wells and septic tanks <br />on neighboring lots, some of the 5 vacant lots could be determined <br />unbuildable." <br />Indian River County's Comprehensive Plan states, "The County's <br />water system shall be expanded to supply the potable water needs of <br />the eastern half of the County during the period 1986 - 2005." <br />(Attached are Page 4 of the Potable Water Sub -element and Page 22 <br />of the Sanitary Sewer Sub -element.) The assessable square footage <br />of the 3 vacant lots (yet to support this project) is 15.28% of the <br />total. Combined with the above 65.94% supporting the petition, <br />this represents 81.22% of the total assessable area. (See attached <br />estimated preliminary assessment breakdown.) <br />A neighborhood meeting on July 24, 1997 was attended by 9 owners. <br />Six owners have out -of -the -area addresses. On July 28, 1997, the <br />attached letter was mailed to those owners not present at the July <br />24 neighborhood meeting. To date, there have only been 2 telephone <br />responses seeking additional information and expressing interest. <br />These two reportedly have stated that they will sign supporting <br />this project. Both are presently out of the area; one is traveling <br />in a motorhome and has mailed an addendum, which was received <br />September 8, 1997. <br />The attached map displays the area to benefit from the assessment <br />project. This project is to be paid through the assessment of <br />property owners along the proposed water line route. In the <br />interim, financing will be from the assessment fund. In <br />cooperation with the Public Works Department, staff has obtained a <br />right-of-way as -built drawing that can be utilized for design of <br />this project. Although some minor survey work will still be <br />required to tie into the County GPS (Global Positioning System), <br />this would reduce the design cost. Design services will be <br />provided by the Department of Utility Services. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends approval <br />of the above -listed project and requests authorization for the <br />Department to proceed with the design engineering work in <br />preparation for the special assessment project. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Macht, the Board unanimously approved the <br />project and authorized staff to proceed with the design <br />engineering work in preparation for the special assessment <br />project, as recommended by staff. <br />SEPTEMBER 16, 1997 <br />33 BOCK 0 FAGS 577 <br />
