HOTCHKISS, P.E. v <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: CONTAMINATED WELLS IN GIFFORD <br />BACKGROUND <br />The Department of Environmental Health has identified four <br />residences with excessive contaminated levels of Di -chloroethylene <br />in their well water (see attached memo from M.J. Galanis, M.P.H. to <br />William McCain, P.E. dated August 25, 1997). The contaminated <br />water was found at 4026, 4030, 4040 and 4096 43rd Avenue, in <br />Gifford. Di -chloroethylene is a reactive product derived from <br />chemicals used in the dry-cleaning industry. The identified <br />organic compounds may have either originated from the old abandoned <br />Gifford Landfill, which was located on the south side of 41st <br />Street, west of 43rd Avenue, or from other industries in the area. <br />The Solid Waste Disposal District's continuing services consulting <br />engineer, Brown and Caldwell is investigating the source of <br />contamination, as part of an evaluation of that site required by <br />the Florida Department of Environmental Protection (DEP). <br />As indicated in the memo from Mr. Galanis, the DEP will fund <br />connection of contaminated sites to a municipal water system under <br />the Florida Water Supply Restoration Program. The Department of <br />Utility Services has requested funding from the DEP for the water <br />service connections (see attached letter dated September 5, 1997). <br />The Utilities Department requests the Board of County <br />Commissioner's approval to accept funding from DEP and connect the <br />subject residences to the County water system. In an effort to <br />expedite available water service, we request to begin installing <br />the services prior to receiving funds from the DEP. <br />ANALYSIS <br />The connection charges being funded by the DEP for each residence <br />are as follows: <br />Impact Fee $ 1,300 <br />Line Extension Fee (100 feet @ $11.25 per foot) $ 1,125 <br />Service Tap Fee $ 400 <br />Meter Installation Fee $ 130 <br />Inspection Fee $ 25 <br />Total $ 2,980 <br />The total funds expected to be contributed by the DEP is $11,920. <br />Each participant will be required to pay a $50 deposit. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve accepting Florida Water <br />Supply Restoration Program funds from the DEP, authorize connecting <br />the subject residences to the County water system and immediately <br />provide available water service. — <br />SEPTEMBER 16, 1997 <br />
