UW -97 -06 -DS <br />AND US -97 -07 -CS <br />LABOR CONTRACT NO. 4007 <br />BACKGROUND <br />The County Road and Bridge Department is replacing two deteriorated <br />metal stormwater culverts with reinforced concrete pipes at the <br />intersection of the Lateral "J" canal and Highland Drive (23rd <br />Street S.W.), in the Vero Beach Highlands. Upon review of existing <br />facilities within the area of construction, County Engineering <br />staff identified a conflict with an existing 10" diameter water <br />main and an existing 10" diameter force main, and requested for the <br />Utilities Department to relocate accordingly. <br />The conflicting facilities were constructed with transite pipe by <br />General Development Corporation, prior to the Utilities Department <br />acquiring the distribution system. At that time it was common to <br />construct water and wastewater distribution systems with transite <br />pipe. One of the undesirable characteristics of transite is that <br />it is brittle and consequently more difficult to work with than PVC <br />or ductile iron pipe. Another hindrance is that asbestos is the <br />primary ingredient used to manufacture transite. As such, whenever <br />transite pipe has to be relocated, it is the policy of the <br />Utilities Department to replace the affected section with either <br />PVC or ductile iron pipe, and appropriately dispose of the asbestos <br />material. <br />On September 21, 1993, the Board <br />the award of the Labor Contract <br />(See attached meeting minutes for <br />of Utility Services requests that <br />SEPTEMBER 16, 1997 <br />of County Commissioners approved <br />(Bid No. 4007) to Driveways, Inc. <br />contract renewal).
