ANALYSIS: <br />1. Subdivision and Plat Regulations: The subdivision chapter of the county's land <br />development regulations (LDRs) allows developers to "plat over" approved site plan projects <br />to allow the fee simple transfer of land underneath and around individual projects on the site. <br />Normal subdivision lot dimensions and lot roadway frontage requirements are waived for such <br />plats. The approved site plan controls the project's development, including building setbacks <br />from property lines and separation distances between structures. The subdivision plat creates <br />lots that can be sold and delineates common areas. <br />2. Traffic Circulation: The proposed plat request, in conjunction with recorded off -plat <br />documents, will establish a common area over the site's single two-way driveway connection <br />to 36th Street. The proposed preliminary plat is consistent with the approved site plan for <br />the project, and has been approved by the county traffic engineer. <br />3. Utilities: The project will be serviced by county potable water and wastewater systems. The <br />proposed preliminary plat is consistent with the site planned utility service connections, and <br />has been approved by the county's Department of Utility Services. <br />4. Dedications and Improvements: Required dedications and improvements for development <br />of the preliminary plat were addressed during the site plan approval process. All drainage and <br />utilities are privately dedicated either on the plat or by an off plat document recorded in the <br />public records. By those means, the applicant has satisfied all required dedications and <br />improvements for final plat approval. <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of County Commissioners grant <br />final plat approval for Grove Place to "plat over" the approved site plan that governs development <br />of the site. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Ginn, the Board unanimously granted final plat <br />approval for Grove Place to "plat over" the approved site plan <br />that governs development of the site, as recommended in the <br />Memorandum. <br />J.
