SOLID WASTE SUB -ELEMENT <br />Director Keating requested the Commissioners look at the alternative policies from <br />the Planning and Zoning Commission and the Utilities Advisory Committee. <br />For Solid Waste Sub -Element policies 4.2, 4.7, 4.8, and 4.9, staff received alternative <br />recommendations from the Utilities Advisory Committee and the Planning and Zoning Commission. <br />Staff is providing these alternatives to the Board of County Commissioners for consideration at the <br />October 29th workshop. <br />ALTERNATIVES FOR POLICY 4.2 <br />I. STAFF RECOMMENDATION: <br />POLICY 4.2: By 2000, the SWDD shall have a feasibility study done for establishing a <br />mandatory door-to-door garbage collection system to increase volume of waste for recycling, <br />to efficiently separate waste at the place of generation, and to solve the problem of illegal <br />dumping along county roadways, private properties, and at transfer stations sites. Upon the <br />establishment of mandatory door-to-door garbage collection, the existing transfer stations will <br />be closed. <br />H. UTILITIES ADVISORY COMMITTEE RECOMMENDATION: <br />POLICY 4.2: The SWDD shall continue to study mandatory door-to-door garbage <br />collection as a means to increase the volume of waste for recycling, to efficiently separate <br />waste at the place of generation, and to solve the problem of illegal dumping along county <br />roadways, private properties, and at transfer station sites. Upon the establishment of <br />mandatory door-to-door garbage collection, the existing transfer stations will be closed. <br />III. PLANNING AND ZONING COMMISSION RECOMMENDATION: <br />POLICY 4.2: By 1999, the SWDD shall arrange for a completed study to determine the <br />feasibility of establishing a mandatory separation and collection system for recyclables and <br />residual garbage, to efficiently separate waste at the place of generatiorkN to solve the <br />problem of illegal dumping along county roadways, private properties, and at transfer station <br />sites.
