Keating, AIC <br />Community Development Dir of <br />FROM: Sasan Rohan, AICP -5 "/;1' <br />ChK Long -Range Planning <br />DATE: February 18, 1998 <br />RE: COMPREHENSIVE PLAN AMENDMENT WORKSHOP <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of February 24, 1998. <br />Consistent with state statutes and state administrative rules, the Board of County Commissioners <br />adopted the county's current comprehensive plan in February, 1990. During 1996, the county <br />conducted an evaluation and appraisal of that plan, and adopted its Evaluation and Appraisal Report <br />(EAR) in December, 1996. <br />As adopted by the Board of County Commissioners, the EAR identified various changes to the plan, <br />including updated data and analysis, policy revisions, and modification of objectives, that need to be <br />incorporated in the plan through a plan amendment. During 1997, staff and county committees <br />worked on developing these EAR -based plan amendments. The Board of County Commissioners <br />approved the transmittal of these amendments (which constitute a rewrite of the comprehensive plan) <br />to the DCA on November 4, 1997. On February 2, 1998, planning staff received the Florida <br />Department of Community Affairs' (DCA) Objections, Recommendations and Comments (ORC) <br />Report on the County's Evaluation and Appraisal Report (EAR) based comprehensive plan <br />amendments. <br />Staff has reviewed the objections raised in the ORC Report, and is making necessary changes to the <br />plan to address those objections. Most of the ORC Report objections are not substantive in nature; <br />many relate only to clarification of objectives and policies. A final adoption public hearing before the <br />Board of County Commissioners has been scheduled for March 10, 1998. ' <br />On February 10, 1998, the Board of County Commissioners agreed to have a comprehensive plan <br />workshop on February 24, 1998. The purpose of the workshop is to address the DCA ORC Report, <br />reconsider the county's land use designations and densities, and address other comprehensive plan <br />issues. <br />Objectives, Recommendations, Comments Report. <br />A copy of the DCA's ORC Report is attached to this staff report. In preparing the ORC Report, <br />DCA solicits comments from the Treasure Coast Regional Planning Council as well as other state <br />agencies such as Department of Transportation, Department of Environmental Protection, Water <br />Management District and others.
