EXCHANGE HOME OFINDLwRIVER COUNTY- (EXCHANGE CLUB <br />CENTER FOR PREVENTION OF CHILD ABUSE OF THE TREASURE COAST. <br />INC) - LEASE - YOUTHMANOR OF INDLANRIVER COUNTY <br />The Board reviewed a Memorandum of March 17, 1998: <br />TO: Board of County Commissioners <br />FROM: Terrence P. "Sonny" Dean, Director of General Services <br />DATE: March 17, 1998 <br />SUBJECT: Lease to Exchange Home of Indian River County <br />In January 1981, the County entered into a 40 year lease with Exchange Home <br />of Indian River County at a nominal rent of $1.00 per year. The lessee agreed <br />to construct facilities to provide living space for minors who met certain criteria <br />such as abused and neglected. <br />The home was operated for approximately sixteen years until funding became <br />very difficult to secure. Operations ceased approximately two years ago. <br />Exchange Castle was going to take over the project but funding did not <br />materialize. <br />A letter from attorney Eugene ONeill which details the history of the project is <br />attached. In addition a letter from Exchange Castle requesting their removal <br />from the lease is attached. There is also a letter (copy attached) from the <br />Children's Home Society of Florida expressing interest in taking over the <br />project. <br />In view of the foregoing, it is recommended that the following actions be taken: <br />1. Declare the original 40 year lease null and void due to abandonment by the <br />lessee. <br />2. Authorize staff to explore possible replacement entities so the project may <br />be resumed. <br />MARCH 24, 1998 <br />
