The goals, objectives and policies are the most important parts of the comprehensive plan. Policies <br />are statements in the plan which identify the actions which the county will take in order to direct the <br />community's development. As courses of action committed to by the county, policies provide the <br />basis for all county land development related decisions. While all comprehensive plan policies are <br />important, some have more applicability than others in reviewing rezoning requests. Of particular <br />applicability for this request are the following policies and objectives. <br />Future Land Use Element Objective 5 and Policy 5.3 <br />Future Land Use Element Objective 5 and Policy 5.3 encourage varied densities and development <br />patters to accommodate a diversity of lifestyles. Most of the residentially designated land near the <br />subject property is platted for single family or two-family development. By permitting a different <br />form of single family on the subject property, the subject request implements Future Land Use <br />Element Objective 5 and Policy 5.3. <br />Future Land Use Element Policies 1.11 and 1.12 <br />Future Land Use Element Policy 1.12 states that the L-2, Low Density Residential -2, land use <br />designation is intended for residential uses with densities up to 6 units/acre. In addition, Future Land <br />Use Element Policy 1.11 states that these residential uses must be located within an existing or future <br />urban service area. <br />Since the subject property is located within an area designated as L-2 on the county's future land use <br />plan map, is located within the county's urban service area, and would permit residential uses less <br />than the 6 units/acre allowed by the L-2 designation, the proposed request is consistent with Policies <br />1.11 and 1.12. <br />While the referenced policies and objectives are particularly applicable to this request, other <br />comprehensive plan policies and objectives also have relevance. For that reason, staff evaluated the <br />subject request for consistency with all plan policies and objectives. Based upon that analysis, staff <br />determined that the request is consistent with the comprehensive plan. <br />Staffs position is that granting the request to rezone the subject property to PD will result in <br />development which will be compatible with surrounding areas. Since land to the east is currently <br />zoned RT -6 and RS -6, the request is consistent with an expansion of that existing zoning patter <br />As indicated on the conceptual plan, the clubhouse and recreational facilities will be located close <br />to CR 510 or the interior of the project, thereby ensuring compatibility with existing residential uses <br />in the arra <br />Based on population projections and current development patterns, residential development in this <br />area of the county is expected to increase and eventually become the dominant land use. The <br />proposed rezoning would be consistent with the comprehensive plan, since the area is located within <br />the Urban Service Area and is designated for low-density residential development. <br />As indicated previously in the rezoning analysis, the property to the east will be the most affected <br />by this rezoning request. However, the proposed rezoning to PD for a single family residential <br />development would be more compatible with the existing development to the east than is the present <br />active agricultural use on the subject property. <br />For these reasons, staff feels that the requested PD zoning would be compatible with the surrounding <br />•Environmental Impacts and Concurrency <br />These issues will be analyzed in the PD plan analysis. <br />PD PLAN ANALYSIS: <br />The conceptual PD plan indicates that 136 lots will be developed in two phases. The project will <br />also include a recreational tract, 3 lakes, and other amenities. <br />1. Size of Site: 39.17 acres (gross) <br />37.84 acres (less right-of-way dedications) <br />2.
