Surrounding Land Use and Zoning: <br />North: Grove/RS-6 <br />South: 8' Street, residences/RS-6 <br />East: Grove/RS-6 <br />West: 43`d Avenue, residences/RS-6 <br />4. Overall Site Area: 108,500 sq. ft. or 2.49 acres <br />5. Building Area: Existing: 4,764 sq. ft. <br />Pro on sed: 456 sq. ft. <br />Post Development: 5,220 sq. ft. <br />6. Parking: Required: 10 spaces (stabilized, unpaved) <br />Provided: 10 spaces (3 paved, including a handicap space; 7 <br />unpaved/stabilized) <br />Note: to ensure that bed and breakfast uses can maintain the single family residential <br />character of the area in which they will locate, the LDRs allow for unpaved parking for bed <br />and breakfast uses. <br />7. Traffic Circulation: The site currently has a paved driveway accessing both 43' Avenue <br />and 8' Street. This driveway is not of sufficient width to satisfy county standards for two- <br />way traffic. Therefore, the proposed site plan will formalize a one-way traffic flow through <br />the site, with a 43`d Avenue one-way entrance and an 8'' Street one-way exit. The Public <br />Works Director and the county Traffic Engineer have approved the on-site traffic circulation <br />plan and the proposed use of the existing driveways for one-way traffic. They have no <br />objection to approval of this special exception use/site plan application. <br />Because of concerns raised by surrounding property owners, the Planning and Zoning <br />Commission added a condition to its approval requiring the applicant to provide traffic <br />warning signage at the site's 8te Street driveway. The Commission's recommendation is <br />stated at the end of this report. <br />8. Stormwater Management: County stormwater management standards that are applicable <br />to administrative approval site plan projects have been satisfied. <br />9. Utilities: County potable water and wastewater service is available to the site, and mandatory <br />connections are required by the county utilities department. <br />10. Landscaping: The specific land use criteria for a bed and breakfast use require Type "C" <br />buffers along the boundaries of the site that abut residential properties. Furthermore, for <br />those areas on the site that provide outdoor recreation, outdoor gathering areas or where <br />buildings are located closer than 30' from adjacent residential property, a Type "B" buffer <br />with a 6' opaque feature is required. Therefore, a Type "B" buffer with 6' opaque feature is <br />required and depicted along the northeast corner of the site where an out -building (detached <br />garage to be converted to owner/operator's suite) is located closer than 30' to adjacent <br />residential property and where an outdoor pool/patio/spa area is located.
