HUBBS, P.E. ,� <br />DIRECTOR OF UTILITY CES <br />PREPARED AND WILLIAM 4MC . .STAFFED BY: CAPITAL S ENGINEER <br />SUBJECT: CENTRAL REGIONAL WASTEWATER TREATMENT PLANT <br />PHASE I EXPANSION TO 2 MGD <br />INDIAN RIVER COUNTY BID NO. 8067 <br />INDIAN RIVER COUNTY PROJECT NO. US -95 -23 -CD <br />AWARD OF BID <br />On May 12, 1998, the Board of County Commissioners rejected bids for the above -referenced <br />project. (Please see attached agenda item) Modifications were then made to the project in an <br />effort to reduce cost and on June 22, 1998, the project was re -bid. On July 22, 1998, the new <br />bids were received and on July 24, 1998, the Consulting Engineer for the project, Camp Dresser <br />and McKee, Inc., evaluated the bids and recommended award to the lowest responsive and <br />responsible bidder, Indian River Industrial Contractors, Inc., of Jacksonville, Florida (Please see <br />attached evaluation letter). <br />ANALYSIS <br />The budgeted amount for this project was $10.6 million. The new bids submitted are as follows: <br />1. Indian River Industrial Contractors, Inc. $10,672,415.00 <br />2. WPC Industrial Contractors, Inc. $10,835,415.00 <br />3. Milmir Construction, Inc. $10,860,000.00 <br />4. Wharton -Smith, Inc. $11,122,000.00 <br />5. Adams Robinson Enterprises of Florida, Inc. $11,225,000.00 <br />6. Project Integration, Inc. $11,269,000.00 <br />The apparent low bidder is Indian River Industrial Contractors, Inc., with a base bid amount of <br />$10,672,415.00. Bid alternates 1 through 4 have been evaluated by staff (Please see attached bid <br />tabulation). Alternates 1 and 2, structured to generate competition among certain base bidders, <br />add cost to the project and are not recommended. Alternates 3 and 4 relate primarily to the <br />ongoing County -wide Data Communication System. As part of the South County Wastewater <br />Treatment expansion, the system has not undergone its 30 day acceptance test as specified in the <br />August 11, 1998 <br />57 <br />BOOK 106 F4F. j2J <br />
