Most Intense Use of Subject Property <br />Under Proposed Zoning District: 57 Single -Family Units <br />- Transportation <br />As part of the concurrency review process, the applicant has submitted a Traffic Impact Statement <br />(TIS). The county's Traffic Engineering Division has reviewed and approved that TIS. A TIS <br />reports the number of peak hour/peak season/peak direction trips that would be generated by the <br />most intense use of the subject property under the proposed zoning district, and assigns those trips <br />to impacted roads. Impacted roads are defined in section 910.09(4)(b)3 of the county's LDRs as <br />roadway segments which receive five percent (5%) or more of the project traffic or fifty (50) or more <br />project trips, whichever is less. <br />According to the approved TIS, the existing level of service on impacted roadways would not be <br />lowered by the traffic generated by development of 57 single-family units on the subject property. <br />- Water <br />With the proposed zoning, the subject property could accommodate 57 residential units, resulting <br />in water consumption at a rate of 57 Equivalent Residential Units (ERU), or 14,250 gallons/day. <br />This is based upon a level of service of 250 gallons/ERU/day. Residential development on the <br />subject property would be served by the South County Reverse Osmosis Plant which currently has <br />a remaining capacity of approximately 1,800,000 gallons/day and can accommodate the additional <br />demand generated by the proposed rezoning. <br />When the North County Reverse Osmosis Plant begins operating, the subject property will be served <br />primarily by that plant. Since the North County Plant has capacity for approximately 2,000,000 <br />gallons/day, that plant also can accommodate the additional demand generated by the proposed <br />zoning <br />- Wastewater <br />Based upon the most intense use allowed under the proposed zoning, development of the property <br />will have a wastewater generation rate of approximately 57 Equivalent Residential Units (ERU), or <br />14,250 gallons/day. This is based upon the level of service standard of 250 gallons/ERU/day. <br />County wastewater service is available to the site from the West Regional Wastewater Treatment <br />Plant, which currently has a remaining capacity of more than 139,000 gallons/day and can <br />accommodate the additional wastewater generated by the subject request. <br />- Solid Waste <br />Solid waste service includes pick-up by private operators and disposal at the county landfill. The <br />county's adopted level of service standard for landfill capacity is 1.97 cubic yards/person/year. With <br />the county's average of approximately 2.3 persons/unit, a 57 unit residential development would be <br />anticipated to house approximately 131 people (2.3 X 57). For the subject request to meet the <br />county's adopted level of service standard of 1.97 cubic yards/person/year, the landfill must have <br />enough capacity to accommodate approximately 258 (131 X 1.97) cubic yards/year. <br />August 25) 1998 <br />30 <br />C: <br />
