"Sonny" Dean, D* <br />Department of General Services <br />Subject: Surplus Real Property <br />BACKGROUND: <br />Staff has currently identified three (3) parcels of real property that are in excess of the County's needs. All <br />County Departments have indicated there is not a need for the property in the foreseeable future. <br />This property is listed below and are numbered for identification purposes only. <br />PARCEL DESCRIPTION AND LOCATION <br />9.08 Acres - Old Utility Water Treatment Plant on Filbert Street in Sebastian <br />1 Acre Lot - 1020 Old Dixie Highway <br />50'x 140' Lot - Block 7, Lot 11, Vero Beach Estates, Vero Beach <br />(Has a 10'x 127.5' easement along east boundary line of property) <br />The City of Sebastian has made a request through Commissioner Fran Adams for the first refusal on the <br />Filbert Street property. She, in tum, is requesting that the property be donated, leased ($1 per year) or sold <br />(for $i) to the City of Sebastian <br />Several years ago when the County started auctioning real property the determination was made to use <br />Karlin Daniel and Associates, Inc., due to their experience and success in selling governmental properties. <br />Their effort on behalf of Indian River County has proven to be very successful. This year they participated <br />in and were awarded a governmental contract with Okeechobee County to auction all types of surplus <br />property. In accordance with Indian River County's Purchasing Manual it is proper for the County to <br />"piggy -back" on this contract. <br />Karlin Daniel and Associates, Inc. Have proposed a plan that would include an advertising budget of <br />$2,500 with no up front cost to the County. Their expenses and profit are derived from a " buyers <br />premium" which they collect above and beyond the selling price. <br />Staff makes the following recommendations: <br />1. Parcels 1 through 3 be declared surplus by the Board <br />2. Instruct staff on disposal of Parcel Number 1. <br />3. Authorize these properties to be sold at a public auction under a "reserve format" since the property is <br />owned by a governmental agency. A gross reserve figure of $50,000 is recommended if all three parcels <br />are auctioned and $30,000 if just parcels two and three are auctioned to comply with this type sale. A gross <br />reserve figure would remove price reservations for potential bidders and allow them to establish the fiill <br />market value at the auction.
