Tabar <br />Coastal Engineer <br />SUBJECT: <br />Proposed Excavation of the Beach Face (Beach Scraping) <br />DATE: <br />November 12, 1998 <br />At the November 10, 1998 Board of County Commissioners regular <br />meeting, the Board authorized staff to investigate the issuance of <br />an emergency beach scraping permit to allow some temporary relief <br />following Tropical Storm Mitch. Beach scraping is a technique used <br />to construct temporary sand berms to protect severely eroded <br />beaches. <br />Florida Statutes Chapter 161.085(3) states that "if erosion occurs <br />as a result of a storm event which threatens private structures or <br />public infrastructures and a permit has not been issued pursuant to <br />Subsection (2), the agency, political subdivision, or municipality <br />may install or authorize installation of rigid Coastal armoring <br />structures for the protection of private structures... as along as <br />the following items are considered and incorporated into such <br />emergency measures: <br />a) Protection of the beach dune system; <br />b) Siting and design criteria for the protective structure; <br />c) Impacts on adjacent properties; <br />d) Preservation of public beach access; <br />e) Protection of native coastal vegetation and nesting <br />marine turtles and their hatchlings."' <br />Chapter 62B-33.0054(5) Rules & Procedures for Coastal Construction <br />& Excavation, Coastal Armoring & Related Structures, Emergency <br />Protection, contains more specific language which pertains to <br />emergency permit issuance by local governments for beach scraping <br />activity in accordance with the following practices: <br />1) A maximum of one foot depth may be excavated from the <br />area of the beach between the previous days wrack line <br />and the mean low water line. This material shall be <br />placed in a uniform manner landward of the wrack line and <br />seaward of the dune escarpment or the old dune line. <br />Excavated material shall not be transported laterally <br />along the beach. This activity may be done only once. <br />Any subsequent scraping or excavation shall require a <br />permit from the Department pursuant to this Chapter. <br />2) Only sandy material may be excavated. <br />3) No material excavated from the beach may be moved <br />landward of either the established first line of <br />buildings or the post -storm dune escarpment, whichever is <br />more seaward. <br />4) In areae -dominated by storm overwash, excavation of the <br />beach shall not be allowed. <br />NOVEMBER 17, 1998 <br />-47- <br />BOOK 107 Fngcr. 662 <br />J <br />
