Ll <br />BOOK M 7 PACE U5 <br />RECOMMENDATION: <br />Based on the analysis, staff recommends that the Board of County Commissioners grant conceptual <br />special exception use and conceptual PD plan approval, and approve the requested waivers, with the <br />following conditions: <br />1. Prior to the issuance of a land development permit (LDP), the applicant shall obtain <br />approval from the environmental planning staff for the final landscape plan for <br />lagoon shoreline vegetation plantings. <br />2. Prior to issuance of a C.O. for any unit adjacent to the Indian River Lagoon, the <br />native re -vegetation planting along the lagoon shoreline shall be completed in <br />accordance with the approved, final landscape plan. <br />3.
