• <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Stanbridge, the Board <br />unanimously approved the Contract with Immanuel <br />Baptist Church of Indian River County, Inc. and <br />authorized the Chairman to execute same, as <br />recommended by staff. <br />CONTRACT IS ON FILE IN THE OFFICE <br />OF THE CLERK TO THE BOARD <br />11.G.2. FAIRGROUNDS AGRICULTURAL ARENA/EXHIBIT <br />BUILDING - DESIGN/BUILD CONTRACT - BARTH <br />CONSTRUCTION. INC. <br />The Board reviewed a Memorandum of December 28, 1998: <br />TO: James Chandler, County Administrator <br />FROM: James W. Davis, P.E., Public Works Director <br />SUBJECT: Indian River County Agricultural Arena/Exhibit Building - DesipiBuild <br />Contract <br />DATE: December 28, 1998 <br />As previously approved by the Board on September 22, 1998, staff has negotiated the attached <br />design/build contract with the first ranked firm, Barth Construction, Inc. of Vero Beach, Florida. <br />Design/Build Contracts are structured in phases, with the first phase being the development of a <br />preliminary designpackage and development of a guaranteedmaximumprice (GMP) for final design <br />services and construction. After Phase I is complete at a proposed cost to the county of $ 30,000, <br />an amendment to the contract will be prepared to authorize final design and construction, establish <br />the GMP, and designate a completion date. <br />ALTERNATIVES AND ANALYSIS <br />The DesigwBuilder has prepared a tentative budget for the 20,000 square feet building of $652,540. <br />This price does not include air conditioning (an additional $233,000 for a chiller A/C system or <br />$151,000 for a DX type system), restrooms ($65,530), hardened structure for Emergency <br />Management use ($182,820), nor interior office/storage ($84,448). The rough plumbing will be <br />installed for future restrooms and rough electrical will be added for future A/C and heating. The <br />County Road and Bridge Division will construct all sitework and drainage. The cost of an air- <br />conditioned, hardened structure usable by Emergency Management with complete rooms and <br />office would cost $1,218,388. <br />The County has received two grants from the State of Florida totaling $359,000. To find the basic <br />$652,540 building, additional county or state finding of $293,540 is required. Prior to issuing the <br />request for proposals, staff contacted a local building contractor that routinely constructs <br />prefabricated metal buildings.
