BOOK 108 FAZE 27 <br />The following alternatives are proposed: <br />Alternative No. 1 <br />Approve the attached Design/Build Contract with Barth Construction to initiate preliminary design <br />of a basic exhibit building without A/C, restrooms, hardening for EMS Shelter and offices. The <br />preliminary budget would be $652,540. <br />Alternative No. 2 <br />Revise the attached DesignBuild Contract with Barth Construction to include A/C, complete <br />restrooms, hardening for EMS, and offices at a total budget of $1,218,338, or add some of the above <br />components for the prices previously mentioned. <br />ITT1017-MMEM <br />Reject the attached contract and cease negotiations with Barth Construction, Inc. Begin contract <br />negotiations with the only other fum that submitted a proposal, Mach III Design -Build of <br />Melbourne, Florida This alternative may or may not result in a lesser cost. <br />RECOMMENDATIONS AND FUNDING <br />Staffrecommends Alternative No. I whereby the attached contract is approved for the basic building <br />at a preliminary cost of $652,540. Funding to be as follows: <br />State Grant $359,000 <br />1¢ Local Option Sales <br />Tax approved 07/21/98 $ 91,000 <br />Additional 1¢ Local Option <br />Sales Tax $2QLL4Q <br />Preliminary Budget $652,540 <br />It is possible that another state grant can be obtained to reduce the County cost. <br />Commissioner Adams questioned the alternatives and wanted to make certain that we <br />do not ask the Legislature for more money as they have been very gracious to us. She noted <br />that the costs are now 50% above what we had hoped. We just need an enclosed exhibit <br />space. She supported the move forward with Barth but felt the cost could be reduced by <br />getting down to a very simple exhibit building. <br />Public Works Director Jim Davis responded that basically the building as proposed <br />is a bare -bones building which is expandable. It does include masonry walls 8 feet in height <br />but offices and restrooms have been eliminated. It will just be a shell building and $600,000 <br />is the best they can do. <br />Commissioner Stanbridge questioned whether the plans call for additional buildings <br />to be connected to this one, and Director Davis explained that this building can be expanded. <br />There is a master plan for the fairgrounds which includes other buildings but this one will <br />stand alone. <br />Chairman Macht noted that the cost is offset by a $390,000 grant. <br />JANUARY 5, 1999 <br />
