6. status of the functioning and maintenance of the surface/stormwater <br />management system; <br />7. status of water, wastewater, and irrigation services and infrastructure; <br />8. status and viability of any planted littoral zone, upland edge <br />vegetation, or required buffer, <br />9. a report addressing all traffic monitoring conditions; <br />10. a list of traffic improvements completed, under construction or <br />design; <br />11. the number of school age children living within the project (every <br />other report); <br />12. number of residential units constructed within 1/4 mile and %i mile of <br />Town Center; <br />13. number of residential units constructed at the minimum frontyard <br />setback, and number constructed at greater than a 10' frontyard <br />setback. <br />25. Caribbean Fruit Fly Host Plant: <br />Consistent with future land use policy 6.5, staff is recommending a restriction <br />prohibiting Caribbean Fruit Fly Host plants on any portion of the overall project site. <br />This would be carried out through enforcement of the PD approval, deed restrictions <br />and plat restrictions. The applicant has indicated that he has no objection to creating <br />a restriction that would prohibit host plants on the subject property. Staff will <br />continue to recommend inclusion of such a restriction when the project covenants <br />and restrictions are reviewed at the time of final plat application. <br />Based on the above analysis, staff recommends that the Board of County Commissioners approve <br />the rezoning to Planned Development Traditional Neighborhood Design (PDTND) and the <br />conceptual PD plan, with the following conditions: <br />1. Caribbean Fruit Fly host plants are prohibited on the overall subject site. Prior to or <br />via any final plat, the applicant shall restrict the planting and maintenance of <br />Caribbean Fruit Fly host plans on the subject 602.99 acre site. <br />2. The preliminary PD plans for Phase I (the golf course and school site) shall: <br />a. Establish a pedestrian inter -connection from the development's internal <br />pedestrian system to the equestrian facility site, and <br />b. Provide a golf cart path design for the 741 Avenue crossing which is <br />acceptable to Public Works, and <br />C. Provide a buffer design (Type "D" or equivalent) for the golf course driving <br />range/multi-family block interface, and <br />d. Provide landscape plans for the elementary school site buffer (30' wide Type <br />"C" buffer installed up -front, 6' opaque feature installed when school is <br />constructed). <br />3. The preliminary PD plans for Phase IA (SR 60 entrance area, entrance road, one <br />Town Center block, and several residential blocks) shall: <br />MARCH 9, 1999 <br />BOOK 103 FAE 570 <br />
