RAUTH <br />STAFFED BY: OPERATIONS MANAGER <br />SUBJECT: Chlorination System Improvements, Final Phase <br />BACKGROUND <br />On December 22, 1998 the Board of County Commissioners considered an agenda item for the <br />above -referenced subject. During that meeting the Board approved staffs recommendation to <br />fast-track the Risk Management Plan (RMP) development, returning to the Board with the <br />appropriate work authorizations and agreements (see attached copy of agenda item, dated <br />December 14, 1998). As explained in an earlier agenda item, the preparation and submittal of Risk <br />Management Plans (RMP's) for all 10 of the treatment plants, as required by the Environmental <br />Protection Agency (EPA) are due to EPA no later than June 21, 1999. To meet the June 21, <br />1999 deadline, the Board has authorized the staff of the Department of Utility Services, utilizing <br />a cross functional task team, to develop and implement the County's RMPs. The task team is <br />made up of representatives from: <br />• The Department of Utility Services <br />• The Department of Risk Management <br />• The Department of Emergency Management Services <br />• The County's Wastewater Treatment Consultant, Glace & Radcliffe, Inc. <br />• The County's Water Treatment Consultant, Camp Dresser & McKee, Inc. <br />ANALYSIS <br />As part of the overall compliance requirements of the Clean Air Act Amendments and Accidental <br />Release Prevention (ARP) program (see attached agenda item, dated December 14, 1998), the <br />team is developing and implementing the specific RMP's for each of the 10 treatment plants as <br />required. A detailed engineering analysis called a Process Hazard Analysis (PHA) is required as <br />Part of the County's ARP for each plant site. The PHA for each plant includes an Accidental <br />Release Prevention Plan, Hazard Analysis Assessment, Offsite Consequence Analysis and Process <br />Safety Analysis. The PIW s are a supplemental part to each plant's RMP and are a strategic part <br />of the County's ARPs. It is the team's recommendation to utilize additional resources from the <br />County's Water consultant, Camp Dresser & McKee, Inc. (CDM) and the County's Wastewater <br />consultant, Glace & Radcliffe, Inc. (G&R), to prepare these documents. These resources would <br />be an addition to the development and implementation of the County's RMPs and represents the <br />final phase of the Department's compliance effort. <br />The Department of Utility Services staff is requesting approval for the two work authorizations <br />which are part of the RMP and ARP submittal process (see attached) and are described as <br />follows: <br />APRIL 69 1999 <br />-108- <br />
