BOOK i0J fAUGE 068 <br />ALTERNATIVES AND ANALYSIS <br />Public Works Department staff has been working closely with <br />ATM to prepare an agreement which will provide professional <br />planning and coastal engineering services. The attached scope of <br />services and project tasks include all work necessary to complete <br />the study which will be used to support the BPP. <br />The project is funded through a joint agreement (DEP Contract <br />No. 98IR1) between the County and State of Florida. The Agreement <br />was executed by the Board on August 18, 1998 whereby approving <br />funding to complete the project based on a 50% County 50% State <br />contribution. The original total project cost was estimated at <br />$200,000. The proposed fee by Applied Technology and Management, <br />Inc. totals $ 369,476, therefore, increasing the joint agreement by <br />$ 169,476 from $200,000 to $369,476. The increase in cost is due <br />to expanding the project limits to include Sector 7 (South Beach <br />area). Additional hydrographic survey work was also added. <br />Staff has contacted the State requesting an amendment to the <br />agreement. The State has since approved the additional fee and <br />provided an amendment to the joint agreement. <br />Alternative No. 1 <br />Approve the attached agreement and amendment to complete <br />the pre -engineering design for the Beach Preservation <br />Plan. <br />• County Contribution - $184,738 <br />• State Contribution - $184,738 <br />• Total Cost for the pre -engineering design - $369,476 <br />Alternative No. 2 <br />Deny the professional service agreement and re -negotiate ` <br />the contract. <br />RECONIIKE MATIONS AND FUNDING <br />Staff recommends Alternative No. 1 whereby the professional <br />services agreement with Applied Technology and Management, Inc. and <br />the amendment to DEP Contract No. 98IR1 are approved. The <br />professional services fee totals $369,476, with County obligation <br />of $184,738 and State obligation of $184,738.
