PUBLIC DISCUSSION ITEM - COALITION FOR HOMELESS <br />D/B/A HOMELESS ASSISTANCE CENTER - LEASE FOR <br />COUNTY HOMELESS FAMILIES - 252514TH AVENUE, VERO <br />BEACH <br />The Board reviewed letters of April 7 and April 18, 2000: <br />HOMELESS ASSISTANCE CENTER <br />of Indian River County, Florida <br />2888 US HVarayt 1 ♦ Vero sea* Pwida 32980 <br />1310 (581] 887-9537 ♦ F=[M] 587-148 <br />April 07, 2000 <br />Indian River County Board of County Commissioners <br />County Administration Building <br />Vero Beach, Florida <br />Subject Building Lease for County Homeless Families <br />This letter is to propose that our county provide a long term lease at a nominal annual <br />fee of the building and land owned by the county Dated at 2525 14 Avenue, Vero <br />Beach, Florida Some of the essential lease terms and practical considerations are <br />included in this letter of intent. The building is now mostly not in use, except for one <br />room for Court Records and some emergency equipment. The lessee would be the <br />Coalition for the Homeless of Indian River County, Inc., dba, Homeless Assistance <br />Center of Indian River County, Inc. The lessee would be responsible for operating <br />therein the business of assisting and providing shelter for the homeless. The lessee <br />would be responsible for the general maintenance of the building. The county would be <br />responsible for maintenance of the grounds. This building of approximately 6,200 square <br />feet would dramatically improve the critical proven need for housing of the homeless <br />and their families. The lessee's present facility is only 3,000 square feet. <br />It is proposed that the lease be for a period of 50 years, with the lessee's option <br />to move with six months notice to the County should a different facility be needed due to <br />changed circumstances affecting the mission of the lessee. The lease would terminate if <br />the lessee ceases to provide said services to the homeless. At lease termination all <br />improvements would belong to the county. A 50 year lease is necessary for accounting <br />purposes for the expensing of improvement Wsts. A shorter term would require <br />depreciation and expenses to be entered too soon therefore causing the lessee to show <br />large losses.
