•Public Benefits of the PD Plan: <br />Recently, the planning staff has been asking PD applicants to identify the public benefits that <br />their project will provide in exchange for the county's flexibility with the project's design <br />criteria. In this case. the applicant has indicated that he will be treating run-off from <br />approximately 90 off-site acres. Presently, an FDOT out -fall ditch runs through the site <br />conveying the stormwater run-off from west of US #1 to the Indian River Lagoon. The <br />applicant is proposing to incorporate this run-off into the River Bend stormwater system, <br />providing treatment for run-off which is presently untreated and could be left untreated, if <br />the out -fall ditch were simply rerouted. <br />An additional public benefit staff has identified is the preservation of estuarine wetlands. If <br />the applicant places a conservation easement over the estuarine wetland area as part of the <br />PD plan approval, then the benefit of such preservation would be secured. The conservation <br />easement would need to be established prior to or via the final plat approval and could allow <br />for limited recreation/pedestrian access for project residents. The applicant has not objected <br />to such a conservation easement condition. <br />*PD Plan Analysis: <br />1. Size: 446.5 acres <br />2. Zoning Classifications: <br />Current: RS -1. Density: 650 units on 446.5 acres = 1.46 units/gross acre <br />Note: Upland density is 650 units on 380.40 acres = 1.71 units/upland acre <br />5. Open Space: Required: 41.40% <br />Provided: 56.40% <br />Note: The open space required percentage is based on the upland zoning standard of 40% <br />and wetland zoning standard of 50%. The 56.40% provided figure does not include any open <br />space credit for any lake area provided. Thus, the provided figure is true green space on <br />individual lots and golf course/common areas. <br />6.
