Keating, AICP )QP'A Ic <br />Community Development Director <br />DATE: September 11, 2000 <br />SUBJECT: Approval of Interlocal Agreement for the Creation of the <br />Indian River County Metropolitan Planning Organization <br />It is requested that the information presented herein be given formal consideration by the Board of <br />County Commissioners at its regular meeting of September 19, 2000. <br />When the Indian River County Metropolitan Planning Organization (MPO) was formed in 1993, <br />an apportionment plan was developed to establish the structure and representation of the MPO Policy <br />Board. The MPO's 1993 (original) apportionment plan provided voting representation for the <br />County, Vero Beach, Sebastian, Fellsmere, and Indian River Shores. In addition, the plan provided <br />for the Indian River County School District (IRCSD) and the Town of Orchid to be nonvoting MPO <br />members. <br />In late 1998, the IRCSD requested voting membership on the MPO Board. Because this request was <br />consistent with applicable state and federal regulations, MPO staff prepared a 1999 apportionment <br />plan which was approved by the MPO at its February 10, 1999 meeting. The 1999 plan (attached) <br />differs from the 1993 plan by the addition of one voting member from the IRCSD on the MPO <br />Board. Because the IRCSD represents residents throughout the county, the addition of the IRCSD <br />as a voting member of the MPO does not affect or reduce the MPO Board's current apportioned <br />representation, in fact, the addition of an IRCSD representative as a voting member on the MPO <br />Board results in the County's major public transportation provider having MPO representation, an <br />important state and federal objective. <br />Since the MPO's approval of the 1999 apportionment plan, the following activities have occurred: <br />SEPTEMBER 19, 2000 <br />BK 115 PG 176 <br />-14- <br />• <br />
