• Consistent with state statutes, a copy of the adopted apportionment plan was sent to the <br />IRCSD and each of the MPO member jurisdictions with a request that each accept or reject <br />the MPO's proposed 1999 apportionment plan. <br />• Acceptance resolutions were adopted by the IRCSD, the County, the Cities of Sebastian and <br />Fells mere, and the Towns of Orchid and Indian River Shores. <br />• A copy of the MPO's 1999 apportionment plan and the acceptance resolutions were sent to <br />the Florida Department of Transportation (FDOT) and the Governor's office. <br />• In February, 2000, the Governor's office approved the MPO's 1999 apportionment plan. <br />ANALYSIS: <br />To finalize the process of making the IRCSD a voting member of the MPO, each of the MPO <br />member jurisdictions must now execute a revised INTERLOCAL AGREEMENT FOR CREATION <br />OF THE INDIAN RIVER COUNTY METROPOLITAN PLANNING ORGANIZATION. To <br />implement the new apportionment plan and change the IRCSD from a non-voting to a voting <br />member, the revised agreement must be approved in the same manner as the original agreement. <br />A copy of the revised agreement is attached to this staff report. This agreement, between FDOT and <br />each of the MPO member jurisdictions, is essentially the same document that formally established <br />the MPO in 1993. The only substantive change from the 1993 agreement is establishing the school <br />board as a voting member of the MPO. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve the Interlocal Agreement for <br />creation of the Indian River County Metropolitan Planning Organization and authorize the Chairman <br />to execute the agreement. <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Tippin, the Board, by a 4-0 vote <br />(Commissioner Stanbridge absent) unanimously <br />approved the Interlocal Agreement for Creation of <br />the Indian River County Metropolitan Planning <br />Organization and authorized the Chairman to <br />execute same, as recommended by staff. <br />AGREEMENT IS ON FILE IN THE OFFICE <br />OF THE CLERK TO THE BOARD <br />SEPTEMBER 19, 2000 BK 1 15 PG 1 7 7 <br />-15- <br />L- <br />
