8. Stormwater Management: The stormwater management plan has been reviewed and <br />approved by the Public Works Department. That plan consists of a series of proposed lakes <br />(A through E) which will be connected by pipes. The lakes will overflow into a spreader <br />swale which will discharge into an existing wetland. The applicant will need to obtain a Type <br />"B" stormwater management permit prior to site plan release. <br />9. Landscape Plan: The landscape plan is in conformance with the requirements of Chapter <br />926, and includes a CR 512 landscape buffer and a Type "C" buffer against the east site <br />boundary. <br />10. Utilities: The site will be serviced by county water and sewer. These utility provisions have <br />been approved by the Environmental Health Department and the Department of Utility <br />Services. <br />11. Dedication and Improvements: A sidewalk is required along the project's CR 512 project <br />frontage. This sidewalk segment is guaranteed for future construction as part of the CR 512 <br />road widening project. That guarantee satisfies county sidewalk requirements. <br />12. Concurrency: The applicant has signed a concurrency acknowledgment agreement which <br />satisfies the concurrency requirements for site plan approval. <br />13. Environmental Issues: <br />Wetlands: The site's 121 acres have been determined to be jurisdictional wetlands. <br />The wetlands were impacted during previous use of the site as a ranch, and the <br />wetlands are now semi -improved pasture. The semi -improved pasture area is where <br />the majority of the development is proposed. Mitigation work is required and <br />proposed. <br />The site plan accommodates preservation of approximately 95% of the vegetated <br />wetland areas. In addition, mitigation work will occur on buffer preserve land <br />adjacent to the park improvements to provide separation from the park activity and <br />the Buffer Preserve. Environmental planning staff have no objection to site plan <br />approval subject to the applicant obtaining county and jurisdictional agency permits <br />for the wetland impacts. <br />Uplands: No native upland vegetative community exists on the site.
