Exhibit A <br />protocol test will be allowed to function as a solo medic and eligible for the solo <br />incentive." <br />The Employer committed to filling all 86 Solo incentive slots (i.e.,Post <br />hearing brief page 32), however, objects to the Union's Article 33.10 proposed <br />language requiring "...any Fire -Medic who passes the protocol test will ... eligible <br />for the solo incentive". Aside from the $200,000 price tag placed on that incentive <br />the Employer states "...the reality is that not every protacolled paramedic has the <br />skill set and experience to serve in that capacity...the Division does not need that <br />many leads ---there are only 20 pieces of apparatus that presently require lead <br />paramedics." (pages 31-33, Post Hearing brief). <br />Recommendation: Status quo <br />Article 34, Salaries and Article37, Duration <br />In view of the 2014 holiday period, it is anticipated that County action <br />and/or Union ratification on "impasse" recommendations will not occur until 2015. <br />As such the effective date of salary and benefit increases will likely take effect in <br />January 2015. "Salaries" and "Duration" have been combined to facilitate <br />implementation of "Recommendations" relative to COLA increases, step <br />increases and effective dates. Given the lengthy history of a 7 year "wage <br />freeze" and volume of "impasse" issues, it is recommended that the collective <br />bargaining agreement expire September 30, 2017. <br />Recommendations <br />Article 34, Salaries <br />Wage and step increases effective upon Union ratification and County approval <br />through September 30, 2015. <br />-9- <br />34 <br />
