kessler consulting inc. <br /> innovative waste solutions <br /> TECHNICAL MEMORANDUM <br /> DATE: May 8, 2015 <br /> TO: Vincent Burke, Utilities Director <br /> Himanshu Mehta, SWDD Managing Director <br /> FROM: Robin Mitchell, Director of Technical Services <br /> SUBJ: Solid Waste Processing and Recycling Services Request for Information/Request for <br /> Proposal (RFI/RFP) Process Feasibility <br /> PROJ #: 73-05.00 <br /> On September 23, 2014, the Indian River County(County)Solid Waste Disposal District (SWDD) <br /> Board approved the 2014 Solid Waste Master Plan Update and authorized staff to conduct a <br /> process to explore construction and demolition (C&D) debris, organics, and mixed waste processing. <br /> In preparation for the RFI/RFP process,the Board directed staff on December 16, 2014 to evaluate <br /> potential interest in a public-private partnership. <br /> Kessler Consulting, Inc. (KCI) was requested by SWDD to assist in exploring the interest of private <br /> sector vendors in partnering with the County to develop a solid waste processing system that <br /> maximizes diversion of waste from the landfill and is financially viable for SWDD. The objective is to <br /> assist the County in achieving the State goal of 75% recycling. The purpose of this memo is to <br /> provide information regarding various technologies, potential vendor interest,and proposed key <br /> elements of an RFI/RFP for Solid Waste Processing and Recycling Services should the SWDD Board <br /> decide to proceed to the next step in exploring alternative processing opportunities. <br /> Background <br /> Indian River County has grown from a predominantly rural county to a county with developed, <br /> urbanized communities. Population has nearly doubled in the last 30 years.' The County's landfill <br /> has capacity through 2058 at current disposal rates, but could be extended substantially by <br /> increasing waste diversion and recycling. <br /> The SWDD contracts for operation of the 600-acre landfill facility and five Customer Convenience <br /> Centers (CCCs). Operations at the facility include Class I municipal solid waste (MSW) disposal, C&D <br /> debris disposal, landfill gas management, recyclable materials transfer operations, temporary <br /> ' Population of 140,955 in 2014 and 72,800 in 1984 according to University of Florida Bureau of Economic and <br /> Business Research. <br /> 14620 N.
