The attached letter from Michael J. Galanis, Environmental Health Director (Exhibit 10), lists the <br />Dixie Heights / Dixie Gardens Developments as the next priority for making County Drinking water <br />available based on the existing density, the poor groundwater quality, and the close proximity of wells <br />and septic tanks. Ninety-six and one half percent (96.5%) of the properties are "undersized" according to <br />Indian River County's Comprehensive Plan and the County Public Health Unit, Division of <br />Environmental Health, which require that lots utilizing well and septic systems be a minimum of one-half <br />acre. If served by a public water system, the lot may be reduced to one-quarter acre in size. Lots not <br />meeting these minimum standards are called "undersized lots."(Exhibit 11) <br />Typical lots sized in the proposed project are 50 x 100 feet or 5,000 square feet (0.11 acre). Staff is <br />proposing modified assessments for several non -platted residential home sites, which appear unlikely for <br />division or further development. (Exhibits 6 & 7). The 150ft. rule has been applied to "equalize" the <br />assessment, for these larger single family homesites. Indian River County's Comprehensive Plan states, <br />"The County's water system shall be expanded to supply the potable water needs of the eastern half of the <br />County during the period 1986-2005."(Exhibit 11) The attached map displays the area to benefit from the <br />assessment project. (Exhibit 2).
